The Mykolaiv Regional Military Administration (OVA) is essentially the Mykolaiv Regional State Administration, which operates according to the Law of Ukraine “On Local State Administrations,” but during martial law, it has been transformed into an OVA. The OVA is responsible for coordinating civil defense, organizing defense measures, providing humanitarian aid, and handling other critical regional governance issues during the war.
