Illustrative photo: Lutsk City CouncilIn the Mykolaiv region, certified local automated centralised warning systems (LACS) are operational in only two communities — Mykolaiv and Pivdennoukrainsk. At the same time, a further 54 communities in the region are required to set up such systems in accordance with the law.
This is discussed in the NikVesti article «How sirens work and how much they cost in the Mykolaiv region».
As reported to NikVesti by the Civil Protection Department of the Mykolaiv Regional Military Administration, a territorial automated centralised warning system (TACS) is currently operational in the region, as well as just two certified local automated centralised warning systems — in Mykolaiv and Pivdennoukrainsk.
At the same time, a resolution of the Cabinet of Ministers stipulates that such systems must be operational in all local communities. For the Mykolaiv region, this means that a further 54 communities must build their own local automated centralised warning systems.
Despite more than four years of full-scale war, not a single new certified local warning system has been established in the region.
However, since the start of the full-scale invasion, 118 new sirens have been installed in 90 settlements across Mykolaiv region. In total, 296 sirens are currently connected to the warning system. The Regional Military Administration notes that the backbone of the network still consists of equipment installed as far back as the 1980s, which is why it is gradually being replaced, switching from analogue to digital.
The Regional Military Administration also reported that local authorities have not yet procured equipment to set up new local warning systems. At present, they are mainly at the stage of drawing up design and cost estimates, after which the projects must undergo a state expert review.
Response from the Mykolaiv Regional Military Administration to a query from NikVesti regarding warning systemsThe Regional Military Administration emphasised that the modernisation of the regional warning system is funded from the regional budget, whilst the creation of local systems is the responsibility of local authorities. It is the communities themselves that determine the timelines for such projects, the levels of funding and the priorities for their implementation.
It should be noted that in the Mykolaiv region, since the start of the full-scale war, the number of air-raid sirens in the region has increased by more than a third. During this period, 118 additional sirens have been installed in 90 settlements.
