Mykolaiv region improves mobile phone stability fourfold during power outages

Mykolaiv region has quadrupled the stability of mobile communications during power outages.

The head of the Mykolaiv Regional Military Administration, Vitalii Kim, and his deputy for digitalisation, Viacheslav Bazarenko, told this during a press conference dedicated to the results of work for 2025, NikVesti reports.

«We are one of the leaders in Ukraine in terms of sustainable connectivity, I can tell you that. During blackouts, we are also among the leaders in terms of not being disconnected,» said Vitalii Kim.

In turn, Viacheslav Bazarenko explained that last year, during blackouts lasting 8 hours or more, mobile communication was only 25-30% available.

«We started working on improving communication about 6-8 months ago. We developed a concept for maintaining communication: we allocated mobile teams and established cooperation with local operators. Together with the NHSU, we have created a mobile coverage map that shows the status of each base station in real time every half hour. I won't tell you the exact number of base stations, but there are more than a thousand of them, and all of them must be powered and working,» explained Viacheslav Bazarenko.

He added that during blackouts, mobile operators provide 100% connectivity for up to 8 hours thanks to the batteries installed at all base stations in the region.

«If the blackout lasts up to 72 hours, about 25% of the stations remain connected. At the same time, mobile teams have been set up in the communities to come and power up the base stations,» explained Viacheslav Bazarenko.

Vitalii Kim added that previously the region used to spend about 25% of the communication in two hours, and now the same 25% is spent in ten hours.

«That is, we have improved the stability of communication by about four times. [...] But it is impossible to provide stable communication in a village with ten residents, although complaints may certainly come from there,» said Vitalii Kim.

Zelenskyy signs law on fast mobile internet for all Ukrainians

In November 2025, President of Ukraine Volodymyr Zelenskyy signed Law №4670-IX, which strengthens the requirements for the quality of mobile communications and the Internet.

Key changes:

Speed is a mandatory standard. Previously, operators only declared theoretical figures. Now, mobile internet speed is becoming an official quality parameter: the state will set minimum standards, and operators will be obliged to comply with them.

Quality control in the smartphone. Subscribers will be able to conduct speed tests on their own, and the real results will be automatically sent to the NCCIR. This will allow the regulator to identify problem areas of the network more quickly.

Expanding coverage in villages. The cancellation of the moratorium on inspections will encourage operators to actively build and upgrade infrastructure in rural areas, including those with no connection.

National roaming will continue to work after the war. Switching between networks of different operators in case of emergencies will continue to be available, ensuring uninterrupted communication at critical moments.
