Communities in the Mykolaiv region plan to establish five new Administrative Service Centres in 2026

In 2026, five new administrative service centres are planned to open in the Mykolaiv region as part of the Polaris programme supported by Sweden. Communities that will be able to join the initiative are currently being selected.

This was announced during a briefing by Dmytro Havryliak, head of the Department of Digital Development, Digital Transformation and Digitalisation of the Mykolaiv Regional Military Administration, according to a NikVesti correspondent.

According to him, more than five potential projects for centres are planned, but the final decision of the donors will depend on the capacity of the communities.

«In fact, there are more than five ASCs in operation, and donors will choose which community will work best. It is important to understand that ASCs are a gateway for people to receive services, but at the same time, they are also institutions that are physically created by the community. If the community is capable and willing, we, for our part, help them to connect, communicate with donors, and overcome any barriers that may exist,» explained Dmytro Havryliak.

He emphasised that they plan to open centres only where they will actually work and be in demand.

«There are certain stages in the creation of these ASCs, because the centres must be received by those who will work with them. Building an ASC, putting four people there, so that nothing happens there... we don’t want that, and neither does the donor,» concluded the head of the digitalisation department at the Mykolaiv Regional Military Administration.

The Polaris programme is funded by the Swedish government through the Swedish International Development Cooperation Agency (Sida) and is being implemented by SALAR International in 2024–2028. It aims to strengthen community capacity, develop decentralisation, improve the quality of administrative services and promote international cooperation.

The recipient of donations is the NGO “Mykolaiv Media Hub” (EDRPOU 45160758). Dmytro Havryliak also recalled that in 2025, three ASCs were modernised in the region — in Kobleve, Bashtanka and Snihurivka.

«There used to be old buildings there, but now there is a new modular ASC that meets accessibility requirements,» he said.

In addition, in August, with the support of Denmark , a new Administrative Service Centre was opened in the Zavodskyi district of Mykolaiv. The total cost of the work was 9,345,000 hryvnias: 8,175,000 hryvnias were provided by the international organisation DRC, and another 1,170,000 hryvnias were financed from the city budget.
