The Mykolaiv Education Department wants to buy ₴3 million worth of detergents for kindergartens

The Department of Education of the Mykolaiv City Council announced a tender for the purchase of washing, cleaning and laundry products for the city's kindergartens. The expected purchase price is 3.2 million hryvnias.

The tender documentation states that the supplier must submit by December 26:

  • 9.1 tons of washing powder;
  • 4580 liters of detergent;
  • 4,590 liters of floor cleaner;
  • 2305 liters of window cleaner;
  • 2330 liters of toilet cleaner.

In the accompanying documents to the tender, it is stated that all detergents and powder must be represented by the brand «SOLNEX» or equivalent.

All products must be proportionally distributed among the city's 21 kindergartens, and some products will also be received by the centralized accounting department of the Department of Education.

Profile deputy of Mykolaiv city mayor Anatolii Petrov explained in a comment to NikVesti that the purchase is being made to cover the needs of educational institutions in detergents and disinfectants in 2024.

«We did not plan, but we opened a certain number of kindergartens (in 2023, — note), and in fact both educational institutions and after-school facilities are partially functioning. There is a need for detergents and disinfectants,» said Anatolii Petrov.

In general, the education budget of Mykolaiv in 2024 will be in short supply, due to a decrease in the revenue part of the city budget by about 50%.

«We are currently working on the budget. I will say that it is not optimistic enough, there are good reasons for this, it is much smaller than last year, about 50%. The deficit for the next year will be both in financing and in acquisition. If we planned current expenses, they will be 50% less than in previous years. This purchase includes the same disinfectants. Because the budget has become smaller,» said Anatolii Petrov.

The company «Greenland NVP» filed a complaint with the Antimonopoly Committee due to violation of the procurement procedure by the Department of Education. In the company's complaint, it is said that the customer in the technical documentation prescribed requirements for the subject of procurement, which are discriminatory against the participants and prescribed for a specific manufacturer. And for «equivalents» that may meet the customer's conditions, additional documents are required, the receipt of which takes a long time and requires additional costs. As of December 11, the procurement was suspended by the decision of the Antimonopoly Committee.
