Mykolaiv is the first in Ukraine to launch artificial intelligence for road monitoring

Mykolaiv has become the first city in Ukraine to use artificial intelligence to monitor road surfaces.

This was announced by Mykolaiv Mayor Oleksandr Senkevych.

He announced the launch of a partnership with Japan's SmartCity Research Institute, in cooperation with Deloitte, Mykolaiv Water Hub and with the support of UNIDO. As part of this cooperation, the GLOCAL-EYEZ system was introduced, which analyses the quality of roads in real time.

The innovative system is installed on municipal vehicles. It captures vibrations and takes photos while driving, and artificial intelligence processes this data and identifies cracks, potholes and other damage. This will allow

  • quickly identify problem areas,
  • prioritise repairs,
  • reduce road maintenance costs.

In addition to Mykolaiv, three other Ukrainian cities — Vinnytsia, Zhytomyr and Khmelnytskyi — have joined the system's testing.

«In Japan, this technology is already used in more than 300 cities and reduces the cost of road repairs by up to 80%,» says Oleksandr Sienkevych.

It should be noted that back in January 2025, Oleksandr Sienkevych announced that he planned to introduce artificial intelligence to automate the process of reading out draft decisions during city council meetings. He explained that it takes too much time to read out a large number of draft decisions, so technology can greatly simplify this process.

The mayor instructed the city council's digital governance department to develop a system that would automatically read out the numbers of draft decisions. But later, the mayor of Mykolaiv admitted that he faced technical difficulties in introducing artificial intelligence into the work of city council sessions because «people block the participation of artificial intelligence in sessions».
