The Pervomaisk authorities have announced a tender for passenger transport on city bus routes. It will be held after a previous attempt to select transport operators failed.

The relevant draft decision has been published on the Pervomaisk City Council website, NikVesti reports.

According to the document, the tender will take place on 17 July at 10:00. Transport operators who meet the requirements and submit the necessary documents will be eligible to participate.

The city authorities must also approve the list of routes, the conditions of participation, the budget for the tender, and the fees for participants.

The announcement regarding the start of the application process is scheduled to be published by 16 June.

The previous tender, which the executive committee had scheduled for this spring, did not take place. Therefore, the city council decided to revoke the previous decision and announce a new selection process for transport operators.

The decision to hold the tender still needs to be considered and approved by the members of the executive committee.

Prior to this, no tender had taken place in Pervomaisk for the operation of suburban route No. 92 «Children’s Hospital – Holta Bus Station – Chausove-2 village». None of the transport operators submitted an application to participate. The city council has decided to announce a repeat tender, according to a statement from the executive committee of Pervomaisk City Council.

Meanwhile, it was previously reported that Pervomaisk plans to increase the fare on city buses to 16 hryvnias. Transport operators, however, demanded a fare of up to 20 hryvnias, citing rising costs — particularly for fuel, spare parts and labour.

It should be recalled that in 2025, the Southern Interregional Territorial Branch of the Antimonopoly Committee of Ukraine obliged the city authorities of Pervomaisk and Novyi Buh to select transport operators for bus routes through an open tender.

The AMCU concluded at the time that transport operators had been appointed there without a competitive tender process, despite this being required by law. In the committee’s view, such actions could restrict competition in the passenger transport market.
