Plans are in place to build a centralised public warning system in Pervomaisk at a cost of over ₴10 million

The Pervomaisk community plans to set up a fully-fledged local automated centralised warning system (LACS). The project is estimated to cost over 10.2 million hryvnias, and is scheduled to be implemented over three years.

Currently, the Pervomaisk community is the closest in the Mykolaiv region to establishing a certified local centralised warning system. The design and cost estimate documentation has already been drawn up, agreed with the State Emergency Service, and the construction cost has been set at 10,252,720 hryvnias.

There are currently 14 electric sirens in operation in the community, but only four of them are activated automatically, whilst the other ten are operated manually. At the end of 2025, the town council decided to install four remote siren control units using modules from the Ajax automated system.

117,000 hryvnias have already been spent on preparing the design and cost estimate documentation. The community’s budget for 2026 also allocates 2 million hryvnias for the construction of the system and a further 59,200 hryvnias for the maintenance and repair of the existing warning system.

The city council has stated that the new sirens and loudspeakers will primarily be installed in Pervomaisk, where the majority of the community’s population lives and where social and critical infrastructure facilities are located. Subsequently, the network is planned to be extended to the village councils, subject to funding and technical capabilities.

It is noted that the specific locations for the sirens will be determined by the project in such a way as to ensure that the maximum number of community residents are alerted.

It should be noted that in the Mykolaiv region, certified local automated centralised warning systems (MASCO) are currently operational in only two communities — Mykolaiv and Pivdennoukrainsk. At the same time, a further 54 communities in the region are required to establish such systems in accordance with the law.

It was previously reported that in the Mykolaiv region, the number of air-raid sirens has increased by more than a third since the start of the full-scale war. During this period, 118 additional sirens were installed in 90 settlements.
