Mykolaiv plans 3.5 hectares for five IDP Houses under «investor»; project overseen by Deputy Mayor Korenev

In Mykolaiv, the municipal enterprise «Svii Dim» is set to be granted permission to draw up a land-use plan for a plot of land covering more than 3.5 hectares. The preliminary plan is to build modular homes there for internally displaced persons.

The relevant draft decision has been published on the Mykolaiv City Council website. The matter was also discussed on 23 June at a meeting of the standing committee of councillors on ecology, natural resource management, urban planning, architecture, construction, spatial development and land relations.
The plot in question covers an area of 35,594 square metres on Bohoiavlenskyi Avenue in the Korabelnyi district of Mykolaiv. The municipal enterprise MMU «Svii Dim» is to obtain permission to draw up a land-use plan for the subsequent transfer of this plot for permanent use.

During the committee meeting, the chair of the land committee, Olena Nesterenko, drew attention to the large size of the plot.
«Oh my, what’s this?» she said, reading out the draft resolution and the plot’s area.
Yurii Platonov, Deputy Director of the Department and Head of the Land Relations Division at the Mykolaiv City Council’s Department of Architecture and Urban Planning, explained that the city deliberately proposes a larger area at the permit application stage, as the final project has not yet been finalised.
«We recommended that they apply for a permit for a larger area, as they still need to finalise the details. They are currently in the process of negotiations with international partners and have not yet determined the exact area required for these modular homes. I think the area will be significantly reduced, but for design purposes we suggested a larger area at the permit stage. What was discussed during the negotiations was five modular homes; these are not permanent structures and are not installed on foundations,» said Yurii Platonov.
According to him, once the development plan has been drawn up, the plot area will need to be adjusted.

«Of course, well, somehow for five modular homes, that’s a very large area,» she said.
Yurii Platonov explained that this is intended as temporary accommodation for internally displaced persons (IDPs). The plot is situated behind the «Mii Dim» department store, in the «Tavria» area, near Kozatska Street, where plots of land were previously allocated to participants in the anti-terrorist operation (ATO).
«There’s another development there, and it was suggested that the plot be considered in that very location. They’re checking the details regarding utilities there, including the electricity supply, and will be drawing up the plans. They showed it to us – the investors are satisfied with it so far, and they’ve been looking it over. Their main concern regarding the infrastructure wasn’t so much the infrastructure itself as the slope, to ensure the plot is level. They’re still considering this one,» he said.
However, neither the officials nor the councillors — members of the committee — specified which «investor» was being referred to, nor on what terms Mykolaiv would receive these modular homes. It should be noted that no representative of the municipal enterprise «Svii Dim» — to which the 35 hectares of land are planned to be transferred — took part in the committee’s discussion of this issue.
«This is more like charity, I suppose, rather than an investment. According to preliminary information, they are transferring all the homes to the «Svii Dim» municipal enterprise, and our municipal enterprise will then manage them. This is temporary accommodation; we’ll see how it goes. There may be an increase. If all parties agree, then perhaps the number of these houses will be increased,» said Yurii Platonov.
Olena Nesterenko criticised the choice of site, noting that locating the modular housing estate «in the middle of a field» could reduce the chances of the project being realised.
«The issue here is that at this stage, when we are considering this matter and offering investors an unattractive plot of land, we are immediately reducing the chances of this project going ahead. Because it’s one thing when it’s already within an existing development, where there are buildings around it and utilities don’t have to be laid so far away, and it’s possible to create a good settlement for internally displaced persons where people will feel comfortable,» she said.
She also cited the example of a family-style children’s home in the Korabelnyi district, which, she said, is situated «in the middle of a field» and has no proper road access.
«We already have a family-style children’s home in the Korabelnyi district, which is situated in the middle of a field and doesn’t even have a road leading to it. It’s roughly the same situation. It’s an unattractive plot of land; an investor would say that the city itself is to blame and has done nothing to provide an attractive plot of land,» said Olena Nesterenko.
Yurii Platonov replied that the actual area, once the documentation has been finalised, could be significantly smaller — approximately 5 ares of land.
«That’s enough for five modular houses. The plot will be reduced, I think, to around 5 ares of land. Plus, the estimated timeframe — they’re in a great hurry. Just three months; when we told them about drawing up the land-use plan, they weren’t particularly happy about it. They say they’re ready to build in almost a month,» he said.
According to Yuriy Platonov, communication with partners is being coordinated by the Department of Housing and Communal Services, specifically by Serhii Korenev. The official noted that representatives from the Department of Housing and Communal Services had visited the site and were working through the requirements, particularly regarding the road and levelling the land.
«Serhii Korenev from the Housing and Utilities Department is coordinating this. They are up to speed on the situation; they’ve been to the site and are working through all the requirements set out to them. This included a request regarding the road and levelling the site. This is the support provided by the Housing and Communal Services Department,» said Yurii Platonov.
It is worth noting that permission to draw up a land-use plan is only the initial stage in the formalisation of a plot of land. It does not imply the automatic transfer of the land for use and does not grant the right to commence construction work.
It should be recalled that in November 2024, work began in Mykolaiv on establishing a municipal housing fund and a utility company to manage it. According to the mayor, Oleksandr Sienkevych, this should help provide housing for internally displaced persons and other socially vulnerable groups. The city plans to build municipal housing, part of which will be let at market rates and part at subsidised rates.
On 13 October 2025, a cooperation agreement was signed in Hanover between the German company «hanova» and the municipal enterprise «Svii Dim» regarding the management and letting of council housing.
In November 2025, the city authorities announced that they were working on three social housing projects. In addition to the initiative with GAU Fonden, negotiations are ongoing with two further investors — one commercial and one social. The GAU Fonden project in the Pivnichnyi neighbourhood is considered to be the most advanced.
In January 2026, the city council announced that Danish investors plan to build up to 10,000 flats in Mykolaiv. Some of these will be handed over to the city as social housing, whilst the investor will manage the remainder independently. A memorandum to this effect was signed by Oleksandr Sienkevych and VK Investments Ukraine, which represents the Vaekstkapital Group. The first phase involves the construction of 200 flats.
