The NACP found discrepancies amounting to ₴41 million in the declaration of an Odesa City Council member

The National Agency for Corruption Prevention has completed its review of the 2024 declaration of Vitalii Sautionkov, a member of the Odesa City Council.

The audit lasted from 22 September 2025 to 19 January 2026, according to the NACP's conclusion .

The agency found that the difference between the declared cash assets of Vitalii Sautionkov's family and their possible savings amounted to more than 41.27 million hryvnias. At the same time, the NACP believes that the deputy and his family members did not have the financial capacity to accumulate these funds.

In particular, Vitalii Sautionkov declared that he had $308,000, €10,000 and 702,000 hryvnias in cash. The MP also noted that $390,000, €370,000 and 4.98 million hryvnias in cash belonged to his wife.

The total amount of declared cash was 52 million hryvnias. At the same time, according to the NACP's calculations, taking into account income and expenses, the family could have saved significantly less, which formed a difference of over 41 million hryvnias.

The NACP found that the declaration did not contain information about the property outside Ukraine where his wife and children actually lived during martial law. According to the State Border Service, they left the country on 21 February 2022 and had not returned by the end of 2024.

Based on the results of the check, the NACP concluded that the deputy's actions showed signs of a criminal offence of declaring false information.

As a reminder, the National Anti-Corruption Bureau of Ukraine (NABU) has issued a warrant for the arrest of former members of the Odesa Regional Council from the banned pro-Russian party Opposition Platform — For Life, Viktor Baranskyi and Vitalii Sautionkov. They are suspects in a case involving the seizure of 32 vessels belonging to the Ukrainian Danube Shipping Company.
