Illegal land lease and inadequate sanitary conditions: what deputies found in Ratsynska special school in Mykolaiv region

Ratsynska Dacha special school in Voznesensk district leases 10 hectares of land without the necessary permits. In addition, violations were found in the institution during the repair of the boiler room and problems with the sanitary condition of the rooms.

This became known during a meeting of the deputy commission on science and education of the Mykolaiv Regional Council on 8 October, according to NikVesti.

During the on-site inspection, the commission members found out that the school owns 10 hectares of land, which were leased for 4,000 hryvnias per hectare.

«We talked to the director and saw that there was no control over the use of this land. And 4,000 hryvnias per hectare is a pittance. In addition, it is not clear how much money was received and where it was spent», said Yevhen Horburov, chairman of the commission.

Anton Tabunschyk, head of the Mykolaiv Regional Council, stressed that the main problem is the illegal lease of land without the consent of the relevant authorities. He proposed to bring the issue to the commission's consideration and recommend that the education department reprimand the management of the institution.

«We have a corresponding request to the prosecutor's office. We are currently working on this issue, and it will be properly assessed. And we are waiting for the institution to provide appropriate explanations», said Anton Tabunschyk.

In addition to the land issue, the commission found violations during the boiler room construction. The boilers were installed without design and estimate documentation and without complying with safety regulations — in particular, there was no grounding.

The commission members also noted the unsatisfactory sanitary condition of the dormitories.

«They said that they had children with enuresis (a type of dysuric disorder characterised by involuntary urination, — note) But not all 134 people there are sick. It seems that they do not use hygiene products to remove this smell. Perhaps the children are used to this smell, but it does not meet the standards of sanitary hygiene in general», said Yevhen Horburov.

At the same time, the commission members noted positive aspects during the inspection: proper landscaping, good condition of the bomb shelter, workshop and dining room.

In March of this year, human rights activist Inna Miroshnychenko published footage of an inspection of the conditions of the Antonivka Art Lyceum in Mykolaiv region. During illness, children are given medication without a prescription, and the clothes they wear are changed every few days.

Violations of children's rights in special schools in Mykolaiv region

As you know, Inna Miroshnychenko, a member of the Ombudsman's Office monitoring group and human rights activist, shared the photos of a public inspection of the Lysa Hora Special School in Mykolaiv region. It should be noted that the institution was one of those inspected by the Ombudsman's Office monitoring group. According to the lawyer, there are currently 156 children in the institution, and 98 staff members are supposed to take care of them.

In addition to the Lysa Hora special school, the monitoring group found violations in a number of institutions. For example, it turned out that children who were evacuated to the Antonivka Art Lyceum in Mykolaiv region were not allowed to enter the protective structures, they were forced to stay in the assembly hall, while only students of the institution used the shelters.

It is worth reminding that in December last year, members of the Mykolaiv Regional Council were going to check the situation at the Antonivka Art Lyceum in Mykolaiv region (formerly the Antonivka boarding school), but this never happened, and the monitoring group of the Office of the Human Rights Ombudsman arrived there from Kyiv earlier.

We would also like to remind you that the Ochakiv sanatorium boarding school was merged with the Mykolaiv Regional Academic Lyceum «Renaissance». In addition, the Mishkovo-Pohorilove boarding school will be reorganised into the Inhulskyi Academic Lyceum of regional subordination.
