No one wants to insure machinery: in Mykolaiv Oblast, an investor cannot start construction of a waste processing plant

In the Koblivska community of the Mykolaiv region, the investor cannot start the construction of a waste processing plant due to the lack of safety guarantees.

This is stated in the article «NikVesti» — «Waste reform on the way to the EU: how Mykolaiv Oblast learns to deal with waste according to new standards».

In July 2023, the Kobleve village council signed a concession agreement with the company «Centrum Wspierania Obrotu Energia Spolka z ograniczona odpowiedzialnosci», registered in the Polish city of Lublin. It will operate for 25 years.

The contract provides for the construction of a complex for sorting, removal and disposal of waste. All works will be financed by a Polish company. It will also purchase vehicles for transporting waste and cleaning the landfill, as well as pay for the organization of waste processing and disposal.

After the expiration of the concession agreement, an extension of the term is provided, however, if this does not happen, all the property and the enterprise itself will become the property of the Kobleve community.

It is also assumed that the Polish company, from the moment of receipt of income, will pay monthly contributions to the Kobleve Rural Council for providing the facility as a concession. The amount of the contribution is not indicated.

However, as of October 2023, the investor cannot start construction. Due to the threat of shelling by Russian troops, the company is unable to insure construction equipment.

«We are ready to cooperate with him (the investor, note), but one problem has arisen. Polish partners are already ready to lease machinery and equipment, but faced the problem of insurance. None of the insurance companies undertakes to insure equipment on our territory. They seem to be trying to resolve the issue, but we don't know how long it will take», — says Volodymyr Panych.

We remind that a survey was conducted among local residents in the Kobleve community. Most people are convinced that the community has no prospects for development and this is hindered by the high level of unemployment and the condition of the roads.

We also remind you that they want to build a new solid waste landfill in Pervomaysk in the Mykolaiv region in two years.

It was also reported that the Mykolaiv solid waste landfill will be able to be used for burying garbage for a maximum of four more years, until the end of 2026.
