In Mykolaiv, tariffs have been changed for the processing of demolition waste provided by the municipal enterprise «ELU Avtodorig». The city council explained that this is due to the rising cost of fuel and lubricants.
The relevant decision was adopted by the executive committee of Mykolaiv City Council at a meeting on 27 May, reports NikVesti.
«The adjustment to the decision is due to a significant rise in the cost of fuel and lubricants,» said Ihor Nabatov, First Deputy Director of the Mykolaiv Department of Housing and Communal Services.
The executive committee’s decision updated the rates for the operation of specialised machinery:
- KOBELCO SK210LC-10 crawler excavators — 3,625.78 UAH/hour;
- KJC 704 mobile jaw crusher — 3,003.16 UAH/hour;
- KOMATSU WA320-6 loader — 2,996.38 UAH/hour;
- EvoQuip Bison 120 jaw crusher (from USAID) — 2,789.12 UAH/hour;
- XCMG LW300KN front loader — 2,486.22 UAH/hour;
- KOMPATO 221 mobile vibrating screen — 2,147.24 UAH/hour;
- EvoQuip Harrier 220 compact screening machines — 2,099.30 UAH/hour;
- transport by MAN TGS low-loader trailer — 110.54 UAH/km.
At the same time, if external customers or neighbouring communities deliver demolition waste directly to the specialised temporary storage site in Mykolaiv themselves, a single fixed rate will apply — 752.64 hryvnias per tonne of material, inclusive of VAT.
This service includes the full processing cycle: sorting, crushing and temporary storage. At the same time, for other communities, the proportions of materials recovered after recycling are clearly specified: 75% of the processed material is returned to the client, 5% is set aside as process dust, and 20% of unsuitable residues are disposed of at the solid waste landfill.
Separately, Ihor Nabatov reported that this week the city received permission from the Japan International Cooperation Agency (JICA) to use the provided equipment not only for the disposal of waste resulting from military destruction, but also for any other construction waste.

Processing of war debris in Mykolaiv
The construction waste recycling plant in Mykolaiv began operations in spring 2025. The project was implemented with the support of the Japan International Cooperation Agency (JICA), which provided specialised equipment, whilst the site for the plant was developed using the city’s budget.
The plant’s capacity allows it to process around 12,000 tonnes of such waste per month, and the resulting material is intended for use in road repairs.
By the end of 2024 alone, around 120,000 tonnes of construction waste had accumulated in Mykolaiv. As of January 2025, the plant had processed 4,500 tonnes of demolition waste into building materials.
In a comment to NikVesti, Deputy Mayor Serhii Korenev stated that the construction waste recycling plant in Mykolaiv is planned to be used to serve the needs of two further regions: Kherson Oblast and part of Kirovohrad region.
At the same time, communities wishing to use the services of the construction waste recycling plant following destruction are being offered two options for cooperation. Under the first option, they can hand over all waste for recycling at a lower cost; under the second, they can receive the recycled material back, though this option will be more expensive.
