Mykolaiv Mayor Sienkevych shares experience in preventing corruption

The Mayor of Mykolaiv, Oleksandr Sienkevych, spoke about the anti-corruption initiatives being implemented in the city. He shared his experience during the presentation of the new portal «Integrity in Local Self-Government», developed by the Association of Ukrainian Cities.
This was reported by the Mykolaiv City Council.
«I often hear the question: why do we need integrity and how does it affect our work? It's simple: integrity is the trust of partners and citizens. Inside the city, it is not only about «good people», but also about modern processes and rules that make the system work transparently and responsibly», said Oleksandr Sienkevych.
During the event, he spoke about Mykolaiv's cooperation with the EU Anti-Corruption Initiative and the implementation of best transparency practices.
Among the anti-corruption steps already implemented:

A website with open reports on international assistance was created;

integrity assessment of municipal enterprises and corporate reform: the supervisory board of «Mykolaivvodokanal» was formed, and a competition for the position of CEO and a risk mitigation plan for two more MEs are being prepared;

monitoring of prices for construction and repair works was introduced, and the structure of the city council was updated to ensure faster decision-making;

two layers are maintained in the municipal geographic information system — damage and reconstruction objects — for transparent planning;

a comprehensive Integrity Plan has been developed, which is currently being agreed with deputies and the public.
In late July, Olena Kiseliova, Head of the Mykolaiv City Council's Commission on Legality and Transparency, announced the need for a public discussion of the Integrity Plan , a strategic document aimed at identifying and minimising corruption risks in the activities of local authorities.
The MP stressed that the city authorities should receive feedback from Mykolaiv residents. Comments and suggestions can be sent to sov@mkrada.gov.ua.
After that, the Expert and Public Council of the Executive Committee of the City Council initiated an open public discussion. An open meeting to develop recommendations for the draft «Integrity Plan» will be held on 15 August 2025 at 15:00. Registration is available here.
As a reminder, in June 2024, a working group was set up in Mykolaiv to develop the Integrity Plan of the Mykolaiv City Council, which will identify and minimise corruption risks in the work of local authorities.
Earlier, in a commentary to NikVesti at the Conference on the Restoration of Ukraine in Rome, Mayor Oleksandr Sienkevych said that in the fight against corruption in the city, he believes that the main thing is not personnel, but systemic changes that make it impossible for officials to abuse.
