A tender has been announced in Mykolaiv for the construction of a solar power plant funded by Denmark

Mykolaivoblteploenergo is looking for a contractor to build a 9.9 MW solar power plant that will provide electricity to the city's municipal facilities.

This was reported by the press service of the municipal enterprise Mykolaivoblteploenergo and the Mykolaiv City Council.

Tender proposals will be accepted until 14:00 on 7 April 2026. Work is scheduled to begin in May 2026 and be completed by May 2027.

«The implementation of the solar power plant will make it possible to increase the energy independence of the enterprise and the city, reduce electricity costs, promote the transition to renewable energy sources, and strengthen the resilience of critical infrastructure,» the city council said in a statement.

Criteria for participation in the tender:

  • The participant has no conflict of interest and can legally participate in the tender;

  • The average annual income for the last 5 years (2021–2025) exceeds €5.2 million;

  • Have access to financial resources to cover at least 20% of the contract value;

  • Over the last 5 years, the participant has successfully completed at least two similar contracts for the construction of solar power plants with a capacity of 10 MW or more;

  • The participant has not had any unfulfilled contracts over the last three years (2023–2025);

  • Legal claims against the participant do not exceed 30% of its net capital;

  • The company has all the necessary employees to perform the work under the contract;

  • Key specialists meet the requirements of the tender documentation.

The project is funded by the Danish government through the Ministry of Foreign Affairs and managed by the Nordic Environment Finance Corporation (NEFCO). Before submitting applications, participants can take part in an online meeting on 10 March at 14:00 to clarify technical and organisational issues.

As a reminder, the Ukrainian government has simplified the procedure for installing solar power plants on buildings. According to Prime Minister Yuliia Svyrydenko, the installation of solar systems was previously equated with reconstruction or major repairs, which required special permits. Now, these works are excluded from the list of those requiring additional approvals.
