As of December 2025, the state's debt to the utility company «Mykolaivoblteploenergo» amounted to 1 billion 195 million hryvnias. These funds were to be paid to the company for the difference between the approved and economically justified tariff.
This was announced during a briefing on 2 December by Mykola Lohvinov, director of «Mykolaivoblteploenergo», a correspondent of NikVesti reports.
«Look, the state owes us 1 billion 195 million hryvnias as of today. This is our lack of funds. Therefore, in order to implement the projects we have, we need money,» said Lohvinov.
He believes that the growth of the state's debt to district heating companies can lead to financial problems or even to a situation where they may be on the verge of bankruptcy.
«This debt totals 69 billion hryvnias across Ukraine. The government has budgeted 15.6 billion hryvnias for next year. That is, they have allocated 25% of what is needed. And I hope that they will at least partially fund this section.
Globally, the greater the difference in tariffs, the more threatening it becomes for the company. Because, if, God willing, it is ever granted, it will lead to a story like the income tax. And the income tax on 1 billion 200 million hryvnias is 240 million hryvnias. It will have to be paid within 10 days from the date of tax reporting. So it's a vicious circle. The difference in tariffs accumulates and this leads to the fact that heating companies will have serious financial difficulties and may be on the verge of bankruptcy,» said Mykola Lohvinov.
In a commentary to NikVesti, the director of the regional heating company added that he expects to receive 24 million hryvnias for the company during the redistribution of the 2025 budget of Mykolaiv, which is to be considered by the city council in December.
«I've been asking for it (money from the Mykolaiv budget) for two years now. But this year we received ₴90 million, of which: ₴20 million for water, although we had ₴34 million for water, 70 million hryvnias for the installation of cogeneration units. That's it. We need 350 million hryvnias, and they gave us 90 million.
In this distribution, I ask for money, and it seems like they promise to give us ₴11 million for water and ₴10 million to pay Mykolaivgaz. And they are supposed to give us ₴3 million for a block-modular boiler house for one house,» said Mykola Lohvinov.
As a reminder, the state-owned company «Naftogaz» has filed a lawsuit against «Mykolaivoblteploenergo» and is trying to seize its accounts, although the state itself owes the company more than a billion hryvnias in compensation for the difference in tariffs.
At the same time, Mykolaiv plans to change tariffs for companies that will supply heat to Mykolaiv and the district during the 2025-2026 heating season.
Earlier, NikVesti wrote that the director of the regional heating company, Lohvinov, criticised the EU integrity audits: «Your expert did not walk around Mykolaiv, but assessed from Kyiv».
It was also reported that Mykola Lohvinov, director of the municipal enterprise «Mykolaivoblteploenergo», has already received bonuses of ₴379,000 each three times in 2025. The total amount of his bonuses reached ₴1.1 million. Some of his deputies also receive regular bonuses and allowances.
