In Mykolaiv, they want to create a communal enterprise «Mykolaiv Municipal Yacht Club», which will repair and maintain mooring facilities and water transport, as well as provide yacht rental and passenger transportation services.

The project envisages the division of powers between the «Atlant» and «Olympus» sports schools, which will be engaged in coaching activities, and the newly created utility company, which will be responsible for the maintenance of berths and sports vessels.

This enterprise will provide a full range of services for the small fleet, including the organization of regattas and cruises, provision of basing of water transport, operation and maintenance of mooring facilities, organization of launching and lifting of small vessels, repair and service of water transport, organization of water rental services transport and passenger transportation, provision of services to representatives of water transport, organization of safety measures on water.

«The development strategy of the city of Mykolaiv envisages the restoration and development of networks of parking lots for small vessels to meet the needs of the city. The Law on Inland Water Transport separated the powers of the parking bases of small vessels and, accordingly, the parking bases of sports vessels. Our two operating schools, «Atlant» and «Olympus», actually have parking bases for small vessels, so now, in compliance with the requirements of the law and the order of the Ministry of Community Development of Territories and Infrastructure from 2023, it is proposed to distribute the powers for maintenance, provision of parking, various services to ensure the parking of other services of various small-sized vessels that operate in the waters of Mykolaiv and, accordingly, children's schools are located there, which should be engaged in the organization of the educational process,» said the rapporteur of the draft decision, Artem Vashchylenko.

It is noted that on the territory of «Atlant» and «Olymp» schools there are mooring structures, which are now in a terrible state and need urgent repair. The new utility company will be responsible for their maintenance, as well as providing parking and departure of vessels and providing other services.

«We have two locations, the territory of the «Atlant» school and the «Olympus» base, where there are mooring facilities that must be fully used for the maintenance and operation of small vessels. Unfortunately, over the last dozen years, these mooring structures have been falling into disrepair, they do not receive proper maintenance. Today, they are in a terrible state, do not meet safety standards and need to be brought up to the appropriate standards. This should be done by a relevant specialized utility company, therefore it is proposed to form a municipal yacht club utility company with the authority to maintain a small fleet, should provide parking of ships, departure of ships, maintenance of ships, launching and all other services inherent in this type of activity. This draft decision was discussed with the river community, operators of small fleets, and yachtsmen. For Mykolaiv, this is an urgent decision today,» Artem Vashchylenko noted.

In addition, they plan to create authorized capital in the amount of 379,000 hryvnias for the Mykolaiv Municipal Yacht Club utility company.

The explanatory note to the draft decision states that one of the main problems that caused the decline of the small-scale shipping industry in Mykolaiv is the lack of modern water infrastructure. According to the Register of Shipping, the number of registered water vehicles has decreased from five thousand units in 1990 to 300 today. The city of Mykolaiv is inferior to other cities, such as Odesa, Dnipro, Zaporizhzhia and Nova Kakhovka, where modern marinas with a full range of services have already appeared.

It is planned to involve representatives of yachting, water transport and ship repair in the development of the yacht club's development strategy, who, together with the city authorities, will determine the directions of development and the list of services for owners of water transport.

After discussion, the draft decision was put to a vote: «for» — 4, «against» — 2, thus the decision was not supported by the deputy commission.

We will remind that two sports schools are being reorganized in Mykolaiv due to a decrease in the number of pupils.

As you know, in September 2022, the commission on economic and investment policy already announced a proposal to reorganize sports schools due to a decrease in the number of pupils. This issue was to be resolved at a session of the Mykolaiv City Council.

Later, during the session, the deputies of the city council excluded this issue from the agenda. Vitalii Kim took the initiative to remove the issue from consideration. He justified this by the fact that the City Council received a letter from the Ministry of Youth and Sports prohibiting the merger of sports schools. The question was sent for revision.
