«A comfortable city needs more than just shops and petrol stations,» says Mykolaiv businessman Klymenko

Yurii Klymenko, a Mykolaiv businessman and director of the company «Tribotechnika», stated that for a comfortable life in Mykolaiv, the city needs more than just grocery shops and petrol stations, and called on the authorities to create conditions for the development of family leisure areas.
He posted his video message on his Facebook page.
Yurii Klymenko noted that due to the lack of modern leisure infrastructure, Mykolaiv residents are forced to travel to other regional centres at weekends, rather than spending their money in their home town.
«Every day I drive past Peremohy Park. And, I suppose, this issue has struck a chord with me and annoyed me, not because I want it for myself, but because I want it to be possible to live comfortably in our city, so that we, the adults, and our children want this. So that they want to live and grow here, in this city. But for that, grocery shops and petrol stations alone aren’t enough. It’s good that the schools are open, that the nurseries are open. But we need places where we can spend time with our families and children, and for it to be comfortable. Not a situation where we think: how can we spend time with our family? «Let’s go to Odessa, or Kyiv, or Vinnytsia, anywhere but our own city».And that’s how most of my acquaintances and friends who have lived here all their lives feel,» the businessman said indignantly.
According to Yurii Klymenko, the decline of recreational areas is having a direct impact on the city’s economy and the property market, as residents see no prospects for their children’s development in Mykolaiv.
«That is why I would like to give a few more examples. People do not want to buy property in Mykolaiv itself because they do not see a future here, because it is uncomfortable to live here. Perhaps they want to live in another city in Ukraine — in Odesa, Uzhhorod, Lviv, Kyiv — it doesn’t matter what language is spoken there, Ukrainian or Russian. But they want, having earned money, to be able to spend time with their families. And that angers and offends me,» he added.
Yurii Klymenko is convinced that, given Mykolaiv’s annual budget of 4 billion hryvnias, finding 22 million for the reconstruction of Peremohy Park (even if the funding is spread over two years) is a perfectly realistic task. However, if there are no funds in the budget, he proposes involving the private sector and dividing the park between several tenants through open tenders.
«Just let people rent it out. Not to one, but to several entrepreneurs. And each will be responsible for their own section of the park, keeping an eye on the upkeep, or the ‘Parks’ municipal enterprise will oversee the upkeep. Just make sure the lights are on, it’s well-lit, clean and interesting. So that it’s not just a green park, but a place people actually want to visit. Perhaps some attractions, a café, go-karting, which we used to have in Zhovtnevyi, but isn’t there anymore. Perhaps someone will put up a Ferris wheel. Just give people this opportunity. Not to me — to other entrepreneurs. I think they’ll come forward. Hold an open tender. I think it’s possible,» he concluded.
As a reminder, Yurii Klymenko, director of the company «Tribotechnika», had previously proposed leasing or granting a concession for Peremohy Park so that businesses could develop modern infrastructure and attractions there at their own expense.
Furthermore, no large-scale improvement works have been carried out at the stadium in Peremohy Park over the last three years — the grounds have been maintained solely by staff from the ‘Central City Stadium’ institution.
Previously , the City Council’s Housing and Utilities Department announced a search for an investor to renovate Peremohy Park. The project envisages, in particular, preserving the park’s existing layout, improving the beach area, creating a network of cycle paths, and installing leisure and sports facilities.
Peremohy Park in Mykolaiv
Back in 2021, the City Council’s Energy Department had planned to undertake the redevelopment of Peremohy Park. The first step was to draw up project documentation with the aim of finding investors for the park’s redevelopment.
Mayor Oleksandr Sienkevych stated at the time that Peremohy Park could be granted as a concession to an investor who would carry out the reconstruction, install children’s attractions and build restaurants.
City councillor and chair of the European Solidarity faction, Olena Kiseliova, expressed concerns that bringing in an investor would lead to the sale of the park or part of it.
Peremohy Park had already been in private hands for around 10 years. In 2004, it was leased for 49 years to the company «Tsunami-Pivden», whose owner and founder at the time was Viacheslav Nedbai. In February 2015, the Commercial Court of Mykolaiv Region upheld a claim by the Mykolaiv Inter-district Prosecutor for the Supervision of Compliance with Environmental Laws to terminate the lease agreement for the entire property complex — the 27-hectare Peremohy Culture and Recreation Park, with a regulatory monetary valuation of over 48 million hryvnias.
It should be noted that the Mykolaiv authorities had already spoken of plans to renovate Peremohy Park back in 2018. At that time, the acting mayor and city council secretary, Tetiana Kazakova, held an on-site meeting in Peremohy Park with officials and members of the public, dedicated to the renovation of this green space. In March 2018, it was reported that within two weeks, residents of Mykolaiv would be presented with sketches and plans for the future reconstruction of Peremoha Park.
