The development of a new master plan for Mykolaiv will be completed by 2027. This will require more than 31 million hryvnias from the budget.
This was announced by Mykolaiv's chief architect Yevhen Poliakov during a speech at the city council's deputy commission on ecology and natural resource use on 5 March, according to NikVesti.
The official reminded that updating the master plan is a legal requirement and is necessary for planning the city's development. The document will allow for the designation of areas for residential development, industrial facilities, engineering infrastructure, green spaces, and coastal areas. It is also necessary for the implementation of housing construction projects for people affected by the war.
«Work on updating the master plan is a necessity. To do this, it was necessary to understand what needed to be changed in the city's structure and to produce up-to-date topographical materials within Mykolaiv, valid for no more than five years. In fact, we have produced 52 hectares within the central part of Mykolaiv, and we have managed to update this cartography for the part of the territory that was subject to change. There is a need to select a contractor for such complex work through competitive procedures. If we succeed, this process can be completed in 2027,» said Yevhen Poliakov.
Currently, detailed plans have been developed for only about 7% of the city's territory. If work begins in April 2026, the document can be prepared and approved at a city council session by December 2027. According to the architect, the master plan is needed, in particular, to implement investment projects and attract international funding.
«It is unrealistic to shorten this time, and it is impossible to predict that it can be done faster. We have a lot of questions with international partners about what to do in peaceful Mykolaiv, how to attract finance, create investment projects and platforms. For example, this applies to the industrial park: in order to auction the right to lease or purchase a land plot, you need to have documentation that allows you to do so. We do not have such documentation for this territory. On Arkas Street, there is the territory of the Krystal factory, the territory of the 2007 production plan, which, in fact, is subject to change and requires the approval of a new master plan at the session. We had a request to build social housing on the territory for the construction of the 48th school, which was destroyed. This requires documentation. The development of the Soniachnyi microdistrict, the renovation of the 61 Komunar factory site, proposed by Denmark,» he explained.
The chair of the commission, councillor Olena Nesterenko, asked whether the master plan would take into account the coastal protection in the Namyv microdistrict. Yevhen Poliakov noted that this is one of the components of the master plan.
«Tell me, is the spit, which is used for recreation, also planned to be included in the master plan for development?
The decision concerns the entire territory of the city. Last year, we entered information about the boundaries of Mykolaiv into the state land cadastre. The spit is also included in the boundaries, and a decision is being developed. For example, this includes the development of the Korabelny district, where some of our projects are being implemented, while others are awaiting documentation: transport infrastructure, road solutions and connections. There are still a lot of separate issues that could be discussed at length,» he clarified.
Yevhen Poliakov hopes that this year they will be able to complete the plan for existing use, a comprehensive assessment of their condition, and a historical and architectural reference plan.
«This is essentially the framework on which the model for the development of the territories and the design solutions will be developed next year,» he added.
After its development, the master plan must undergo a strategic environmental assessment, public discussion, approval at the ministerial level, and state expertise.
The work will require 16.1 million hryvnias in 2026 and just over 15 million in 2027.
It should be noted that no funds were allocated for work on the master plan last year. In addition, he explained that the problem with its development is complicated by the martial law. The last aerial photography of the Mykolaiv territory was carried out in 2017, when about 8 million hryvnias were spent on it. As of 2025, the method was unavailable.
Mykolaiv Master Plan
Plans to develop a new master plan for Mykolaiv became known in October 2022. This document should include a concept for post-war reconstruction, explained Mayor Oleksandr Sienkevych.
In April 2023, the then chief architect of Mykolaiv, Andrii Tsymbal, stated that the Italian company One Works was not actually working on creating a new master plan for Mykolaiv, but was preparing a «development task» to be carried out by the Kyiv-based state design institute Dipromisto. At the same time, his then deputy stated that Andriy Tsymbal had made an incorrect statement regarding the role of Italian architects from One Works in the process of developing and approving a new master plan for Mykolaiv.
In October 2023, a survey of city residents was announced. They were asked to answer questions about the infrastructure of their neighbourhoods and their vision for the future development and appearance of Mykolaiv.
The architectural firm One Works and Norman Foster joined in the creation of the master plan for Mykolaiv. Specialists from Denmark are working on the part of the master plan that concerns underground communications.

It is worth noting that in 2024, 4.5 million hryvnias from the city budget were planned to be allocated for the development of the Mykolaiv master plan. Later, the city council explained why this was necessary. The city planned to allocate funds for the production of up-to-date topographical materials and the adaptation of the master plan to Ukrainian legislation. This work was planned to be completed in 2026.
In the summer of 2025, the mayor of Mykolaiv said that the development of a new master plan for Mykolaiv would cost about 30 million hryvnias. The city authorities are negotiating with international partners to finance this work.
