The decision was made at a meeting on Tuesday, 14 January.
According to Ihor Nabatov, deputy director of the Mykolaiv Housing and Utilities Department, the programme provides for the continued modernisation of the city's heating infrastructure.
«In general, there are two main areas of focus. As part of the previous investment programme, Mykolaivoblteploenergo purchased a boiler room, and the new programme will ensure its installation. The second area of focus is the continued replacement of heating networks in another section of Dniprovska Street,» he said.
According to the official, the total cost of the work is estimated at 27 million hryvnias. Of this amount, almost 18 million hryvnias are planned to be allocated for the re-equipment of the boiler room, in particular the installation of a new boiler and the dismantling of old equipment. Another 9 million hryvnias are earmarked for the reconstruction of heating networks.
Earlier it was reported that from 2026, the tariff for thermal energy for the population of Mykolaiv will cover about 40% of the cost price. Because of this, an additional 96 million hryvnias will need to be allocated from the city budget.
Mayor Oleksandr Sienkevych explained that the city cannot reduce part of its energy supply expenditures, since the amount of compensation for the difference between the tariff for thermal energy and its production is determined by the Budget Code and amounts to 4% of personal income tax. According to him, next year these funds should be distributed between electricity and heat generation companies, such as the municipal enterprise Mykolaivoblteploenergo, Mykolaiv TPP and Zoria-Mashproekt.
We would like to remind you that in early December, the Verkhovna Rada approved the state budget for next year, confirming the rule that 64% of personal income tax will remain in local budgets. At the same time, communities will actually receive only 60% of personal income tax, as the Rada has mandated that the additional 4% be used exclusively to repay debtsarising from differences in tariffs and energy payments.
As the chair of the budget committee, Roksolana Pidlasa, said during the parliamentary session, this model should help communities keep utility rates for the population from going up, but it reduces the amount of free resources they can use.
As NikVesti found out, until 2021, cities also received only 60% of personal income tax, but then a decision was made that all local governments would receive an additional 4%, which would be used to cover the difference in energy tariffs so as not to raise heating tariffs for the population. For Mykolaiv, this involves two enterprises: the municipal Mykolaivoblteploenergo and the state-owned thermal power plant. Although this decision was not formally enshrined in law, Mykolaiv fulfilled its obligations in 2022, as the director of the regional heating company, Mykola Lohvinov, told us. From 1 July 2022, the state undertook to compensate for the difference in tariffs, but failed to do so. At the same time, 64% of personal income tax remained in place.
As of December 2025, the state's debtto the municipal enterprise Mykolaivoblteploenergo amounted to 1 billion 195 million hryvnias. These funds were to be paid to the enterprise for the difference between the approved and economically justified tariffs.
