Mykolaiv lost 60.7 million hryvnias over 5 years of construction of the information and telecommunications system for video surveillance and video analytics «Safe City». As of December 2025, the project was 95% complete.

This was reported by the executive committee of the Mykolaiv City Council in response to an information request NikVesti.

In early 2026, Mykolaiv plans to complete the construction of a video surveillance system. The project is being implemented as part of the city's comprehensive programme «Informatisation and e-Governance Development».

The recipient of donations is the NGO “Mykolaiv Media Hub” (EDRPOU 45160758). «It is planned to complete certain installation works in accordance with the project documentation and complete the construction of the information and telecommunications system», the response says.

As part of its implementation, 455 video surveillance cameras were installed in the city (the total number of cameras in the city is 700). Of these, 359 cameras are designed to recognise state vehicle licence plates, and 96 are observation cameras. Server equipment was also installed to store video recordings and run video analytics systems. To date, the first, second, and third phases of the project have been completed, as well as the fourth phase.

The system has also been connected to 22 cameras owned by private enterprises. In addition, 209 cameras are equipped with a backup power supply, which allows them to operate during temporary power outages.

The project was funded from the budget of the Mykolaiv City Territorial Community in 2021-2025. The total cost over five years was 60 million 737 thousand 713 hryvnias.

Currently, the «Safe City Mykolaiv» system operates only within the city limits. Cameras from other communities in the region are not connected to it. At the same time, the system is technically capable of expansion, and if solutions and funding are available, it can be used to create a unified regional video surveillance system.

Video recordings are stored on special servers, which are accessible only to authorised employees. The recordings are stored for up to 30 days.

As a reminder, the city recently purchased software for 4.6 million hryvnias that will automatically process traffic data recorded by cameras.

How does «Safe City» work in Mykolaiv?

The project «New construction of the information and telecommunication system of video surveillance and video analytics «Safe City Mykolaiv» has been implemented in the city since 2020. The project was scheduled to be completed in 2025.

The project envisaged the construction of 4 phases of the video surveillance system in 2023-2025 and the arrangement of 270 sites in different districts of Mykolaiv.

At the same time, in early 2024, the Mykolaiv police stated that the number of cameras in the city was insufficient at that time — there were about 230 CCTV cameras in operation for a city of half a million.

In 2024, 32.4 million hryvnias was allocated from the Mykolaiv budget for the development of the «Safe City» system. The project was expected to reach 75% completion by the end of the year. In September 2024, city council members additionally increased funding for the programme by another 20 million hryvnias.

In 2025, 49 million hryvnias was allocated in the city budget for the development of the video surveillance system under the «Safe City» programme.

In addition, starting in January 2025, Mykolaiv residents and entrepreneurs were able to connect their own private cameras to the city's video surveillance system.
