«It seems that you took the previous report and stupidly pasted it in»: Nord criticised Mykolaiv's sports development programme for mistakes

At the meeting of the Standing Committee on Health and Social Protection, the prepared programme for the development of physical culture and sports for 2026-2028 was criticised. The commission members sent it back for revision.

At a meeting on Tuesday, 18 November, Anna Nord pointed out a number of errors and inaccuracies in the document to Iryna Bondarenko, head of the sports department of Mykolaiv City Council.

The recipient of donations is the NGO “Mykolaiv Media Hub” (EDRPOU 45160758). She also raised questions about the prescribed financial support for the club «Viktoria», which works with people with disabilities. It is planned to allocate 8 million hryvnias over three years.

«We discussed this issue with you in the last programme. We said that as long as there is a war, we are supporting them. But we have been at war for four years now and this is not a one-day situation. I have a question: why do we keep putting the same «Viktoria»? Why don't we announce a competition? We have a lot of sports and recreation organisations. I would like to draw the attention of the deputies to the fact that we are giving 8 million for three years, 2.5 million a year for one club «Viktoria», the head of the commission said.

Iryna Bondarenko explained that the club's actual expenses amount to about 1.35 million hryvnias per year. She also noted that no other organisations had applied.

«Firstly, the club «Viktoria» is a plan. The club spends 1 million 350 thousand hryvnias a year. As for the other clubs, we have not received any requests for funding», said Bondarenko.

Nevertheless, the commission insisted that financial support should be provided through an open competition, not to one club. Therefore, the commission proposed to exclude «Victoria» from the text and to prescribe a competitive selection mechanism.

In addition, Anna Nord pointed to a discrepancy in indicators: the number of pupils in sports schools and their performance is decreasing, while costs are increasing.

«If we go back to the costs, your costs do not correlate with annex 3. That is, your expenses are growing compared to last year, while the number of students is falling by 57%,» said Anna Nord.

The head of the sports department promised to provide additional information and correct all the mistakes.

«I would advise you to look at this programme yourself. And from the point of view of common sense, the numbers should match, because you put your signature there», said Anna Nord.

The commission members decided to postpone consideration of the programme, and recommended that the sports department eliminate the comments and provide additional explanatory materials.

As a reminder, Mykolaiv is proposing to divide the territory of the sports school «Atlant»: a separate area is planned to be allocated for private yachts, and a municipal company specialising in servicing yachts will regulate relations with their owners.
