2 million traffic fines have already been issued in Ukraine: where are the most violations

Over the past ten months, the Unified Register of Debtors has recorded more than 2 million fines for traffic violations. At the same time, three quarters of the proceedings (75%) were closed without payment due to the inability to collect the debt.
Since the start of the full-scale war, the number of unpaid fines has increased by 43%, according to Opendatabot.
Men are the most likely to violate traffic rules: they account for about 92% of all unpaid fines. This is more than 1.8 million cases. Women account for the remaining 8% of cases.
By age, drivers aged 25 to 45 are more likely to violate the law — only 64% of the total (this is more than 1.28 million debts). Drivers under the age of 25 have 13% of fines, and drivers over 45 have 23%.
Dnipro region is the leader among the regions with 211,500 fines (11%). This is traditionally followed by Kyiv — 193,700 (10%), Odesa — 146,900 (7%), Kharkiv — 125,900 (6%), and Kyiv region — 106,300 (5%).
In Mykolaiv region, a total of 72,893 violations were recorded.
The lowest number of debtors is in Luhansk region (13.2 thousand or 0.7%), as well as in Ternopil (1.4%), Kherson (1.8%), Cherkasy (2.3%), and Chernivtsi (2.4%) regions.
There are already some real record holders in the register. The absolute leader is a 27-year-old man from Vinnytsia region, who has already received 1056 fines. A 43-year-old driver with 932 unpaid fines lives in the same region. There is an offender with 797 debts in Dnipro region, 636 in Rivne region, and 555 in Sumy region.
Earlier, the analytics showed that the enforcement officers collect less than a penny per hryvnia of debt.
