Executive Committee approves investment programme of Mykolaiv CHP for over ₴56 million

The Executive Committee of the Mykolaiv City Council has supported the investment programme of PJSC Mykolaiv CHP for the period from 1 October 2025 to 30 September 2026.

The relevant draft decision was supported by members of the executive committee at a meeting on 22 October, according to NikVesti.

The CHP representative told the audience that the programme included three main measures aimed at reducing heat losses in the networks. These include the reconstruction of heating mains on 6a Slobidska Street (the area between Pohranychna and Bedzai streets) and Bohoiavlenskyi Avenue, near the bus station.

The total cost of the programme is 56.5 million hryvnias (excluding VAT). More than 21.9 million hryvnias of this amount is allocated for depreciation.

Mayor Oleksandr Sienkevych asked whether the company already had the money in its accounts or whether it was just a plan. The CHPP representative replied that these are the planned expenses for the next year, and the work is scheduled to begin in the second half of 2026.

The executive committee members supported the programme in a batch vote.

As a reminder, the potholes in the streets of Mykolaiv will remain until the heating network is fully operational.

Overall, the Cabinet of Ministers of Ukraine has set the date for the start of the heating season — this year, heat will be available in Ukrainian homes from 1 November.

Vitalii Kim, Head of Mykolaiv Regional State Administration, said that the start of the heating season in Mykolaiv would be postponed and the heating would be launched later. This is explained as a cost-saving measure.

The head of the regional administration also said that Mykolaiv would not be able to complete the project to build block-modular boiler houses, for which the government has allocated 1.1 billion hryvnias, before the start of the heating season.

In June, the Cabinet of Ministers of Ukraine allocated 1.1 billion hryvnias to prepare Mykolaiv for the next heating season. The city plans to install new boiler houses to replace the damaged thermal power plant. This includes the purchase of 18 modular boiler houses with a total capacity of over 70 megawatts. According to the Prime Minister, this will ensure heat in the homes of the townspeople during the coming winter.

As of 4 September, it became known that «Mykolaivoblteploenergo» will receive 15 cogeneration units with a total capacity of 27.5 MW as part of a World Bank project. In total, the World Bank will provide $116 million to restore heating systems and maintain energy resilience in seven cities whose critical infrastructure was damaged by Russian attacks.
