«It's time to go for the City Council»: for the second time in a row, the session failed to consider all issues

For the second time, members of the Mykolaiv City Council failed to finalise the draft decisions of the 45th session of the city council. They had to adjourn again.
This became known during the session, according to NikVesti.
The deputies began to consider the issue of approving the boundaries of the park in Ternivka on Sukhoputnykh Viisk Ukrainy Street (formerly 116 Dyvizii Street). The total area of the park is almost 2.9 hectares. However, only 27 deputies out of 30 present took part in the vote.
Mayor Oleksandr Sienkevych asked the deputies to be more active and join the voting, but it did not help and the number of votes was not sufficient.
«It seems to me that this city council has run out of steam. It's time to leave,» commented deputy Artem Illiuk on the work of his colleagues.
«I would not make such premature conclusions, but people here cannot get together to work for two or three hours to consider an issue,» replied Mayor Oleksandr Sienkevych.
The mayor noted that 20 minutes were not enough to complete the session, but there was no point in continuing, so he announced a break.
«We need to adjourn the meeting. It will be necessary for the deputies to answer not only whether they are ready to participate in the session on a certain day, but also whether they can work there for three hours,» the mayor summed up.
Before that, the deputies considered the issue of reorganising municipal healthcare facilities. However, the decisions did not receive the required number of votes.
As a reminder, the regular session of the Mykolaiv City Council held on 26 June was adjourned early due to a lack of votes to pass resolutions.
The agenda included more than 200 items, including: 177 land issues, 26 current issues, 16 voting issues, and budget issues. However, the deputies managed to consider only some of them. In particular:

approved the implementation of an international project from the Danish Government to reconstruct the water supply system in Mykolaiv;

amended the housing and communal services reform programme for 2025-2029;

approved an additional agreement to the agreement with the EBRD on financing «Mykolaivelectrotrans»;

supported the programmes to support the Defenders of Ukraine and the updated comprehensive programme for the development of the housing and utilities sector;

Increased the authorised capital of the municipal enterprise «Mykolaiv Parks» to 100 million hryvnias;
-
appointed the administration of the Central District as the customer for the construction of a family-type orphanage with the support of the Olena Zelenska Foundation;
-
liquidated the Mykolaiv Municipal Academic College;
-
addressed the Verkhovna Rada with proposals to improve the draft law on the formation of a network of lyceums;
-
updated the plan for the preparation of regulatory acts for 2025.
