100,000 people have left Ukraine since the beginning of the year

The rate at which Ukrainians are leaving the country due to the war has slowed compared to 2024, but the stabilisation of migration processes is still far from complete.

According to the Ministry of Economy, more than 100,000 Ukrainian citizens have left for Europe since the beginning of 2025.

The total number of refugees in the world, according to the UN Refugee Agency (as of 17 April 2025), is 6.918 million. Of these, 6.358 million live in European countries, and 560,000 live outside the continent.

The Ministry also notes that compared to December 2024, the number of refugees has decreased by about 300,000, indicating a slight outflow of citizens from Ukraine.

Between October 2024 and April 2025, the UNHCR conducted a survey among Ukrainians in European countries, collecting 6,471 interviews. 99% of the respondents were Ukrainian citizens, of whom 77% were women, and the average age was 44 years.

The survey results showed that:

  • In the 18-59 age group, 36% are women and 17% are men.
  • Most Ukrainians left in the first and second quarters of 2022 — 28% and 14% respectively.
  • Before leaving Ukraine, 52% of respondents had a job, and 42% of them are currently employed.
  • Before leaving, 5% were unemployed; in the host countries, the share of unemployed increased to 16%.

The findings indicate that Ukrainian refugees are actively integrating into host countries, but also point to difficulties with employment and adaptation.

Earlier it was reported that since the beginning of Russia's full-scale invasion, almost 45,000 Ukrainian men of military age have illegally travelled abroad. Another 30,000 were detained while trying to cross the state border.

It was also reported that in 2024, 443,000 Ukrainian citizens left the country and did not return. This is three times more than in 2023, when the figure was 134,000.
