The Department of Architecture says it is removing signs on Soborna Street because they violate the rules

The Department of Architecture and Urban Planning of the Mykolaiv City Council said that the dismantling of shop signs on Soborna Street is taking place because they violate the rules.

This is stated in a post on the department's Facebook page.

The department noted that there were no requirements to dismantle the facade, as the problem was compliance with the requirements for outdoor advertising and signage, which were approved by the decision of the executive committee of Mykolaiv in September 2024.

It is noted that the maximum requirements for signage in Ukraine were established in 2003 in clause 48 of the Standard Rules for the Placement of Outdoor Advertising, approved by the Cabinet of Ministers of Ukraine dated 29.12.2003 No. 2067, as well as previous decisions of the Executive Committee of the Mykolaiv City Council, including No. 496 of 12.06.2015 «On Approval of Urban Planning Requirements for the Placement of Advertising Media in Mykolaiv».

The department noted that a month ago they had warned the owner of the shop «Ocean» at the intersection of Soborna and Vadym Blahovisnyi (Nikolska) streets about the need to comply with these requirements.

«The entrepreneur in question was informed of the need to comply with these requirements at a personal meeting with the city's chief architect about a month ago. In the case of the situation that led to the meeting (today), we would like to inform you that according to the Law of Ukraine «On Advertising», a sign cannot be placed above the first floor of a house, building or structure», the publication says.

The mayor's office said that the requirements stipulate that owners of signs that were placed before the executive committee adopted the decision in September 2024 and have a Facade Decoration Passport approved by the Department of Architecture and Urban Development of the Mykolaiv City Council must bring the placement of signs in line with these requirements within two years from the date of entry into force of this decision, except for those signs that were in Russian.

«These requirements were adopted in order to bring signs and advertising media of various types in the city of Mykolaiv into proper aesthetic shape, to create a unified aesthetic environment, in particular Soborna Street as the largest pedestrian street in Ukraine and the main central street of a large Ukrainian city», the Department of Architecture reported.

After a meeting with business owners today, the Department of Architecture informed district administrations that they need to inform business owners in writing about the dismantling of signs that violate the rules a month in advance. The department also informed the administration that employees performing dismantling work must have the relevant documents with them. It also recommended involving employees of the working body two days before the dismantling work and police officers.

In turn, the owner of a seafood shop recorded a video in which she said she had been given a month to change the sign, as it was several centimetres too small to comply with the new rules. The businesswoman said she was desperate and did not understand why they had to do this now, when business was already struggling.

As a reminder, business owners in Mykolaiv disagree with the decision of the city authorities to dismantle advertising signs from the facades of their establishments.

Earlier it was reported that more than 40% of entrepreneurs in Mykolaiv changed their advertising signs to Ukrainian.
