Ministry of Justice restores operation of all major services of the Unified State Register after cyberattack

On 10 January, the Ministry of Justice resumed the operation of all major services of the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations (USR) portal after a large-scale cyberattack by the Russian Federation.

This is reported on the Ministry's website.

It is noted that the portal again offers free search of information in the register; generation of extracts; obtaining the results of administrative services by access code; access of state bodies to information from the register through access identifiers.

As a reminder, the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations (USR) was launched in Ukraine on Thursday, 9 January.

Cyber attack on the registers

On the night of 19-20 December, Ukraine's state registers were subjected to a cyber attack. It has been called the most massive in recent times. Currently, the registers that are under the jurisdiction of the Ministry of Justice of Ukraine have been temporarily suspended.

As a reminder, certain registration services related to the change of car ownership have been temporarily suspended in Mykolaiv region.

Inna Firsova, First Deputy Head of the Southern Interregional Department of the Ministry of Justice (Odesa), said that the approximate timeframe for the restoration of the registers is 2 weeks.

On 30 December, it became known that the Ministry of Justice had resumed the work of the first three notary registers, which had been suspended as a result of a large-scale Russian cyberattack.

After that, the State Civil Registry Office (SCRO) resumed its work in the system of state registers of the Ministry of Justice, which allows registering marriages, births and other acts of civil status.

Overall, the number of cyberattacks on Ukraine increased by almost 70% in 2024. During this time, 4,315 attacks were recorded, compared to 2,541 a year earlier.
