Half of the councillors on Mykolaiv City Council have not published a report on their work

Only 26 out of 51 councillors on the Mykolaiv City Council have published reports on their activities for 2025. Despite the fact that almost half of the elected representatives have yet to report to their constituents, the level of transparency among councillors has increased significantly over the last three years.

This is evidenced by data published on the official website of the Mykolaiv City Council, which was analysed by NikVesti.

In accordance with the Law of Ukraine «On the Status of Local Council Members», councillors are obliged to report to voters on their activities at least once a year. The report must contain information on participation in plenary sessions and the work of standing committees, the exercise of parliamentary powers, as well as work on citizens’ appeals.

While in 2023 only 16 out of 54 councillors submitted reports, in 2024 this number rose to 28 out of 52. By the end of 2025, 26 out of 51 councillors had reported on their work.

The «Servant of the People» faction has demonstrated the highest level of reporting in recent years. In 2023, 6 out of 9 deputies from the faction published their reports, and by the end of 2024 and 2025, all its representatives had submitted reports.

The trend within the «Propozytsiia» faction is less consistent. While only 2 out of 14 MPs reported for 2023, this number rose to 9 for 2024. Meanwhile, 7 representatives of the faction published their reports for 2025. Andrii Yermolaiev, Dmytro Ivanov, Maksym Kovalenko, Yevhen Pavlovych, Dmytro Sichko, Olena Shaposhnikova and Andrii Yantar did not submit reports.

Among the people's deputies of the «European Solidarity» faction, Olena Kiselova and Viktoriia Pereverzeva have consistently submitted reports over the past three years. In 2025, they were joined by Svitlana Babarika.

The lowest level of transparency traditionally remains among non-affiliated deputies. Of the 23 non-affiliated MPs, only seven published reports for 2025: Serhii Kantor, Hanna Nord, Rustamadzhan Sadridinov, Andrii Turitsa, Mykola Kartsev, Yuliia Belanovska and Zinaida Motorna.

Meanwhile, six city councillors — Artem Iliuk, Vladyslav Chaika, Ruslan Moskalenko, Serhii Shcherbakov, Artem Khachaturov and Oleg Afanasyev — have not published a single report on their activities for the entire period from 2023 to 2025.
