«Millionaires Club»: Boiko MP criticises decision on bonuses for heads of medical institutions in Mykolaiv region

Deputies of the Mykolaiv Oblast Council have decided to award bonuses to heads of healthcare facilities in the oblast's communities.
The relevant decision was made on 9 October during the 31st session of the regional council, according to NikVesti.
Deputy Valentyn Boiko spoke out against such bonuses. He noted that if you look at the data in YouControl or OpenDataBot, you can see that most managers of municipal healthcare facilities already have very high incomes. At the same time, nurses and junior medical staff receive much less, even though they work in difficult conditions.
«If we look at the declarations of the heads of municipal healthcare enterprises, we see «millionaires club»: one million three hundred, one million five hundred, and some of them earn more than two million hryvnias a year. And that's just for the main job. What do people who actually stand at operating tables earn? An orderly gets 8,000 hryvnias, a nurse gets about 10,000 hryvnias, and a doctor gets 17-18,000 hryvnias. This is unfair,» he said.
The deputy then added that in wartime, managers should be more restrained in their bonuses.
«Three salaries per quarter is about 240,000 hryvnias, and the annual bonus can exceed a million. Perhaps our leaders should be more modest when budgets are already limited,» said Valentyn Boiko.
Anton Tabunshchyk, head of the Mykolaiv regional Council, explained that the decision to award bonuses was made to retain experienced healthcare managers in the region. According to him, chief physicians often receive offers to move to other regions, so the region must provide them with competitive remuneration conditions.
«We have developed this provision to regulate the issue of financial support for heads of medical institutions. If we look at the national average, we need to remain in a competitive environment. We cannot allow our chief doctors, who are bright minds, to simply leave to work in other areas. That is why we have created an updated format of the regulation, which has been worked out at the commissions, taking into account all the suggestions and comments,» explained Anton Tabunschyk.
According to the voting results, one deputy opposed the motion, two abstained, and two did not vote. The decision was supported by 37 deputies.
As a reminder, the Executive Committee of Mykolaiv City Council approved the programme for the development and support of municipal healthcare facilities in the city and the provision of medical services beyond the scope provided for in the programme of state guarantees for public services for 2026-2028.
