The authorised capital of «Mykolaiv Parks» has increased more than 110-fold over the past five years

The authorised capital of the municipal enterprise «Mykolaiv Parks» of the City Council has increased more than a hundredfold over the last five years and now stands at 100 million hryvnias.
This was reported by the municipal enterprise «Mykolaiv Parks» in response to an information request from NikVesti.
In 2021 and 2022, the company’s authorised capital stood at 907,400 hryvnias. In 2023 and 2024, it rose to 1 million hryvnias. A significant increase in the authorised capital occurred in 2025 — to 100.1 million hryvnias.
At the same time, the company states that there were two contributions to the authorised capital during this period: 41.7 million hryvnias in 2023 and 25.7 million hryvnias in 2025.
What are contributions to the authorised capital? When the city allocates funds to municipal enterprises, it is not always for salaries, fuel or street cleaning. Part of the budget funds is allocated differently — as contributions to the authorised capital. This is money or property that the local authority transfers to the municipal enterprise as the owner, effectively investing in its development: machinery, equipment, infrastructure. Unlike subsidies or current expenditure, these funds cannot be spent arbitrarily. They are allocated for specific city council decisions and specific needs, within the budget year. It is precisely through contributions to the authorised capital that the authorities demonstrate which municipal enterprises they consider more important and which they regard as secondary.
The authorised capital of «Mykolaiv Parks» includes the value of the machinery in the company’s vehicle fleet. Over the last five years, the number of vehicles has increased from 1 to 33, the municipal enterprise reported in response to an information request from NikVesti. The fleet includes passenger and goods vehicles, specialised and municipal vehicles, trailers, and so on.
Loan for equipment for the municipal enterprise
The enterprise has also expanded its vehicle fleet. Not only using city budget funds, but also through loans. Even before the full-scale invasion, as of January 2022, the enterprise had only one specialised vehicle, as director Dmytro Chuchmai previously stated. As of 2025, the number of specialised vehicles stood at approximately 60 units.
When we spoke to Dmytro Chuchmai, director of «Mykolaiv Parks», in August 2024, the company had 54 units of equipment. At that time, its value was 30–35 million hryvnias, he said.
Following this, the company asked the city council to take out a 43-million-hryvnias loan for four cleaning vehicles. Councillors approved this loan, and ‘Mykolaiv Parks’ now has this equipment in its fleet.
A year later, Dmytro Chuchmai reported that this number of vehicles was insufficient to cover the entire territory of Mykolaiv and requested a further loan of 45.1 million hryvnias for four additional cleaning vehicles. He stated that a single such vehicle performs the amount of work that approximately 25 employees could do. However, on this occasion, the councillors did not approve the request.
