Free shelters for internally displaced persons are operating in Mykolaiv

Temporary accommodation in the shelters lasts up to 21 days, according to NikVesti.
In addition to accommodation, the shelters provide social support, help with document restoration, legal advice and psychological support.
«When evacuees arrive at the shelters, they often don’t know where to start. Here, our lawyers, social workers and psychologists help them. Our task is to help people recover, rest and find their feet in Mykolaiv or another region,» shelter administrator Kateryna Shchesniak told NikVesti.
According to Oksana Mykhailenko, chair of the board of the NGO «CSP «Perspektyva», the shelters operate not only in Mykolaiv but also in Kryvyi Rih, accommodating evacuees from the Kherson, Mykolaiv, Dnipropetrovsk, Kharkiv, Donetsk and Luhansk regions.
«This is a socially important cause that has become one of the main priorities of our work. That is why we are constantly looking for partners to support the shelters,» she adds.
Every year, the shelters run by the NGO «CSP «Perspective» provide temporary accommodation for up to 600 people, and since the organisation began its work, around 2,000 people have been able to use its services.
«There are currently two shelters for IDPs operating in Mykolaiv, with a total capacity of 30 people. Provided there are vacancies, we accommodate adults or families with children who are fleeing from dangerous areas. Here, people receive rest, meals and social support with paperwork. If needed, our psychologists and lawyers work with them,» said Oksana Stokolos, Executive Director of the NGO «CSP «Perspektyva», in a comment to NikVesti.

As a reminder, there are currently around 120,000 internally displaced persons living in the Mykolaiv region, including 50,000 people of retirement age and approximately 20,000 children.
Mykolaiv plans to change the procedure for allocating housing to displaced persons: what is known
In Mykolaiv, the executive committee plans to take over the functions of allocating housing for IDPs. Currently, such housing funds and their allocation are approved by a session decision. The decision was supported by the committee on human rights, children, family, legality and transparency. Serhii Voitovych, head of the housing registration and allocation department at Mykolaiv City Council, explained that following changes to the legislation, the city council must officially determine which body will be responsible for providing and allocating temporary accommodation for people who have been forced to leave their homes.
It should be added that there are 65 modular homes for internally displaced persons operating in the Mykolaiv region. Furthermore, the first two displaced families have received detached houses built in the village of Domanivka in the Mykolaiv region at the expense of the Kingdom of Denmark.
Meanwhile, in Voznesensk, 1.5 million hryvnias have been allocated from the city budget to purchase flats for internally displaced persons. Once purchased, the housing is planned to be renovated using funds from charitable donors. We would also like to remind you that organisations providing shelter to displaced persons will be able to rent state and municipal premises for a nominal fee: from one hryvnia per year or 0.01 of the base rate.
Over 75,000 people have left Mykolaiv in three years
Mykolaiv’s population has fallen by more than 75,000 people over three years. Whilst around 469,000 people lived in the city in February 2022, by the start of 2025 only 394,300 people were recorded in the local authority register. Thus, over three years, the city has lost more than 75,000 people. This is evidenced by data from the City Council’s Department of Economic Development in the community budget forecast for 2026–2028.
At the same time, the number of officially registered unemployed in the city is forecast to be 804 in 2026 and 756 by 2028. Mykolaiv also remains a city that hosts internally displaced persons. While there were 63,600 such people at the start of 2025, the figure is expected to exceed 73,000 by 2028.
Despite the demographic decline, the situation on the labour market is showing signs of improvement. According to the regional employment centre, the number of unemployed in the Mykolaiv district has fallen by 34.5% — from 8,751 people at the start of 2024 to 5,729 at the start of 2025. As part of the state «eRobota» programme, 10 local residents have even started their own businesses.
In parallel, income levels are set to rise. The average wage in the city is forecast to rise from 18,000 hryvnias in 2024 to 25,000 hryvnias in 2028.
