Commission approves €14 million in NEFCO grant projects in Mykolaiv: projects will take at least 2 years to implement

The parliamentary committee on housing and communal services has supported a grant agreement with the Nordic Environment Finance Corporation NEFCO. The agreement includes 7.2 million euros in grant support for solar power plants and 7.2 million euros in grant support for the installation of individual heating units (IT).

This decision was made at a meeting of the commission on 9 December, according to NikVesti.

According to Ihor Nabatov, deputy director of the Mykolaiv Housing and Communal Services Department, the funds are grants, without involving the city budget.

The recipient of donations is the NGO “Mykolaiv Media Hub” (EDRPOU 45160758). «We are approving a grant agreement within the framework of cooperation with NEFCO — this is a condition without which funding cannot be launched. After approval, it becomes possible to announce procurement under NEFCO's international rules,» said Ihor Nabatov.

He added that projects take at least two years to implement.

«In this case, as part of this cooperation, NEFCO, as an international partner of the Danish country, i.e. the donor, actually implements relevant projects in the city of Mykolaiv together with the utility company «Mykolaivoblteploenergo». The amounts are determined within the framework of cooperation agreements and memorandums signed between the Mykolaiv City Council and the Municipal Utility Company «Mykolaivoblteploenergo» and NEFCO. And this amount was determined as the one that can be allocated as part of the implementation of these projects [...] Usually, such projects take at least two years to implement,» said Ihor Nabatov.

What is an individual heating point?

An individual heating point (IHP) is an automated device that is installed in a building and controls the heat supply. It can:

  • regulate the temperature depending on the weather (outdoor temperature schedule),
  • provide more uniform heat,
  • save energy,
  • provide hot water with a heat exchanger,
  • have a built-in heat meter.

How does an individual heating station work?

An individual heating station receives heat from the city network, but «itself decides» how much heat should be supplied to the house. It is equipped with temperature sensors, pressure regulators and pumps. This ensures that the heat is supplied evenly, and residents do not suffer from overheating or cold.

Why does an IHP help save money?

IHP allows you to consume as much heat as you really need. If it gets warmer outside, the system will automatically reduce the supply. This helps to avoid cost overruns and reduces bills by 15-30% depending on the season.
