Over the past year, seven tenders have been held in the Mykolaiv region for the purchase of anti-icing agents for a total amount of 7.47 million hryvnias.
This is evidenced by data from the YouControl analytical system, according to NikVesti.
This amount is five times more than what was spent on combating ice in the neighbouring Odesa region — 1.44 million hryvnias.
In total, 482 public procurement procedures for de-icing agents were included in the sample, with a total value of 254.2 million hryvnias. More than 80% of this amount was spent on rock salt.
The largest amounts were spent by the Kyiv region — 35.27 million hryvnias, the Lviv region — 32.92 million hryvnias, and the Sumy region — 23.53 million hryvnias.
It should be noted that YouControl experts researched public procurement between 1 January 2025 and 9 January 2026 inclusive under the following CPV codes:
- 14410000-8 «Rock salt»,
- 24950000-8 «Specialised chemical products»,
- 24951310-1 «De-icing reagents», which included such types of goods as: bischofite, technical salt, de-icing reagents and de-icing mixture.
We analysed the descriptions of lots related to snow and ice control. That is, salt, sand-salt mixture and other reagents were used specifically for road gritting.
Among the customers for such procurement procedures, analysts at the YouControl R&D centre identified state and municipal enterprises in the field of road maintenance and housing and communal services, as well as local government bodies.
Black ice in Mykolaiv
In January, there were several days of icy conditions in Mykolaiv. Weather forecasters predicted that the bad weather would continue. In particular, on 28 January, light rain with wet snow was expected, and during the day — icy conditions and heavy fog.
On 26 January, 13 people were admitted to hospital with injuries caused by icy conditions. By 27 January, this number had risen to 60.
Employees of the municipal enterprise Mykolaiv Parks reported that they were working in an enhanced mode due to the icy conditions. They used 22,700 kilograms of anti-icing mixture to treat sidewalks and pedestrian areas.
First Deputy Mayor Vitalii Lukov told NikVesti that there are not enough municipal workers to combat the icy conditions in Mykolaiv. Therefore, municipal workers are only sprinkling salt and sand on city streets near public transport stops and in areas with large crowds of people.
