Norway to provide additional $150 million to support Ukraine's energy sector before winter

Norway will provide approximately $150 million to strengthen Ukraine's energy infrastructure and heating systems ahead of winter.

The financing will be provided in cooperation with the European Union and will be used to meet the basic energy needs of Ukraine, which is preparing for the fourth winter in a full-scale war with Russia.

«Ukraine is facing another harsh winter and energy supplies remain unstable. Together with the EU, Norway is stepping up support to ensure that Ukrainian households, businesses and institutions have electricity. This assistance is critical both for individual citizens and for the functioning of the country as a whole,» said Norwegian Prime Minister Jonas Gahr Støre.

The funds will be provided through the EU's Ukraine Investment Framework (UIF), which leverages public and private investment to restore and reconstruct infrastructure damaged by Russian aggression. The UIF is part of the Support Facility for Ukraine, the EU's special instrument for civilian assistance.

This is Norway's third aid package to Ukraine in 2025, aimed at strengthening the country's energy resilience. It will also complement the funding for gas purchases planned for 2025.

«Ukraine needs a stable energy supply to ensure basic services while the country continues to defend itself. By working with the EU, we ensure that the funds will be used to support Ukraine's energy supply,» said Norwegian Foreign Minister Espen Barth Eide.

In total, since 2022 , Norway has already provided Ukraine with NOK 6.1 billion (about $400 million) in financial support.

Earlier, Sweden announced that it would allocate an additional 35 million euros to support Ukraine before the winter.
