Verkhovna Rada votes to allocate additional ₴325 billion for defence

The Verkhovna Rada of Ukraine has adopted a draft law amending the state budget for 2025, which provides for additional funding for the security and defence sector.

MP Yaroslav Zheleznyak announced the adoption of draft law №14103. The document was supported by 297 MPs.

According to Roksolana Pidlasa, Chairperson of the Parliamentary Committee on Budget, the amendments include an increase in state budget expenditures for national security and defence by 324.7 billion hryvnias.

The funds will be distributed as follows:

  • 210.9 billion hryvnias — for the needs of the Armed Forces of Ukraine;

  • 99.1 billion hryvnias — for the production and purchase of weapons and ammunition for the Armed Forces of Ukraine;

  • 8.1 billion hryvnias — for the National Guard of Ukraine;

  • 4.3 billion hryvnias for the purchase of drones by the State Service for Special Communications and Information Protection of Ukraine;

  • 1.3 billion hryvnias — to the Security Service of Ukraine;

  • 918 million hryvnias — to the State Special Transport Service;

  • 83 million hryvnias — to the State Border Guard Service of Ukraine;

  • 28.8 million hryvnias to the Defence Intelligence of Ukraine;

  • 8 million hryvnias — to the Foreign Intelligence Service of Ukraine.

The sources of funding for these expenditures will be:

  • 94.3 billion hryvnias — international assistance, including six billion euros in the form of a non-repayable ERA loan from European funds;

  • 10.4 billion hryvnias — reduction of non-military expenditures, including:

    • 6.45 billion hryvnias in expected savings on public debt servicing;

    • 3 billion hryvnias — savings on state guarantee obligations that do not require repayment this year;

    • about 1 billion hryvnias — due to proposals of certain state bodies;

  • 20 billion hryvnias — an expected increase in revenues from personal income tax and military duty due to the payment of salaries to military personnel in November-December.

As a reminder, the Verkhovna Rada of Ukraine has decided to extend martial law and general mobilisation for another 90 days — until 3 February 2026.
