Kyiv will allocate 3.7 billion hryvnias to strengthen the protection of second-tier critical infrastructure, including the construction of reinforced concrete shelters.

According to Mayor Vitalii Klychko, 2.7 billion hryvnias of this amount has already been transferred to the Recovery Agency under the Ministry of Infrastructure, which is implementing the project.

«After the completion of the first level of protection, which was adopted by the commission with the participation of the State Special Communications Service, we have formed a programme for backup power supply and protection of the most important facilities of the 2nd level,» said Vitalii Klychko.

According to him, Kyiv has fully funded the programme at its own expense and has already started implementing it.

«The capital has allocated a total of 3.7 billion hryvnias for such shelters and has already allocated 2.7 billion hryvnias of it. That is, the financial resource is secured, and the city had to implement the programme on its own. And Kyiv is doing it,» said the mayor.

All works are carried out in accordance with the requirements of the General Staff of the Armed Forces of Ukraine. At the same time, Vitalii Klychko sharply criticised the practice of public discussion of issues related to the security of the energy system.

«I believe that in times of war, this approach is justified and effective: the military and security forces must set clear security guidelines. Any other format, when the issue of the security of Ukraine's energy system is brought into the public domain and the opinion of amateurs is disseminated as an expert opinion, causes significant damage to the defence sector. In particular, to the image of the air defence forces,» the mayor stressed.

The programme for the protection of second-tier facilities provides for the construction of capital reinforced concrete shelters for critical infrastructure.

Earlier, Kyiv Mayor Vitalii Klychko said that the city authorities would consider an algorithm for installing mobile shelters.
