Mykolaiv is going to repair gyms in «Zoria» for ₴16 million

The sports complex «Zoria» is planning to overhaul two halls on the ground floor. The renovation includes not only construction work but also the installation of special equipment for sports rehabilitation. The preliminary cost of the project is 16.5 million hryvnias.

The relevant tender is posted on the public procurement website Prozorro, according to NikVesti.

The contractor is the Capital Construction Department of the Mykolaiv City Council. All works are scheduled to be completed by 31 March 2026.

The renovation will include dismantling, general construction and finishing works (both interior and exterior), upgrading water supply, sewerage, ventilation, heating, electric lighting and gym equipment.

Special attention will be paid to accessibility for people with limited mobility. A lift for people with disabilities is planned to be installed in the sports complex, as well as special equipment such as handrails, clothes hooks, door handles and other auxiliary elements.

Oleksii Savchuk, Director of the Capital Construction Department of the City Council, told NikVesti that the tender had already been announced twice, but no company had applied. Subsequently, the cost of the project increased due to updated prices for materials, an increase in the average salary, and an expansion of the list of works.

«At the end of 2023, we developed project documentation, then we announced tenders twice in early 2024, they did not take place, no one came to the procurement and we did not find contractors who would be willing to work on this facility. This facility included a major overhaul of the halls located at the entrance to «Zoria». Over time, the average salary has increased, and some materials have become outdated in terms of prices. We also added elements of inclusion to the project, such as the arrangement of bathrooms, showers and a separate changing room for people with disabilities. We also need to make a corridor, and we have added more landscaping work on the side of the «Zoria». We have a higher figure than we had before, but this is due to the points I mentioned. The price has increased by millions of hryvnias because the volume of design and implementation, as well as the amount of salary in accordance with the market value of construction work, have increased,» he said.

As a reminder, in 2024, Oleksii Savchuk, Director of the UCC, said that the second stage of the reconstruction of the sports complex «Zoria» previously included the repair of the gym and cardio rooms. Oleksiy Savchuk, Director of the Capital Construction Department of the City Council, promised to repair them by the end of 2024. A tender for 6.7 million hryvnias was even announced in April 2024.

However, the renovation of the gymnasiums has not yet begun, as it was necessary to adjust the already developed project to include a shelter for 300 people. Currently, the sports complex has a shelter for 150 people.

Oleksii Savchuk added that the second phase of the project includes renovation of the facade, lobby, and halls on the ground floor. However, the results of the renovation will be visible no earlier than 2026, as this year the design is to be completed and the procurement procedure is to begin, the duration of which is still unknown.

«The facade of the «Zorya» sports complex will be comprehensively redesigned as part of the project. The first stage has already been commissioned, and the second stage is being adjusted, and we will work on the facade within it. We have already agreed it with the chief architect of the project, and the replacement of windows will also be in the concept of this project. This will be a separate procurement, because there is work to be done in the lobby and on the ground floor, and there are still halls that need to be repaired. At the moment, only the pool has been repaired to ensure the operation of the pool. This is a very popular facility, and I believe that Mykolaiv residents need it. I think we will be able to see the results in 2026, because this year we will complete the design, there will be a procurement procedure and it is not clear how long it will take. For example, this is the second time we have published a tender for the repair of the «Animal Island» in the zoo, because there are no contractors willing to participate in this procurement. If MPs support the funding of this facility, we will be able to see more global results. I think that we will also initiate the search for extra-budgetary funds, given that budgetary funds are quite limited,» he added.

Renovation of the sports complex «Zoria»

In May 2023, the first swim took place in the renovated pool of the «Zoria» sports complex in Mykolaiv.

Before that, the pool was inspected by Mayor Oleksandr Sienkevych. He said that the reconstruction of the sports complex is being carried out in two stages. The first stage involved the repair of the swimming pool bowl, locker rooms and other technical facilities that will ensure the operation of the pool. The second stage, which is still ongoing, involves repairing the gymnasium, locker rooms, building insulation and other works.

The process of transferring «Zoria» to the city's ownership began in August 2018. Two years later, in March 2020, the sports complex was transferred to the municipal ownership of Mykolaiv. At the same time, the state-owned enterprise «Ukroboronprom» compensated the city with 5 million hryvnias for the repair of «Zoria».

After the transfer of the sports complex, Oleksandr Sienkevych promised to launch the «Zoria» swimming pool in autumn 2020. However, the work was delayed. In the autumn of 2021, the Capital Construction Department of the City Council announced a tender for the overhaul and restoration of the «Zoria» sports complex with an expected cost of 94 million 915 thousand 520 hryvnias.

In December 2021, Vice Mayor Vitalii Lukov said that the reconstruction of the «Zoria» sports complex would be completed no earlier than the second half of 2022. Later, during the reconstruction of the swimming pool at the «Zoria» sports complex, 7 cracks were found in the facility's bowl.

Subsequently, the mayor of Mykolaiv, Oleksandr Sienkevych, announced the launch of the «Zoria» sports complex in February 2022. Due to the outbreak of a full-scale war, the completion of the work and the launch of the pool was postponed again.
