Mykolaiv Regional Military Administration plans to spend ₴4.4 million on fortifications

It is planned to spend 4.4 million hryvnias on the protection of fortifications in Mykolaiv region.

This is evidenced by data from the ProZorro public procurement system, according to NikVesti.

The customer for this service is the Department of Urban Development, Architecture, Capital Construction and Support of Development Projects of the Mykolaiv Regional Military Administration.

The contractor will have to provide services for the protection of fortifications in the region until 31 March 2025 or until the full transfer of these structures to the balance sheet of the Ministry of Defence of Ukraine.

The bidders expressed doubts about the feasibility of engaging private security companies to perform this task, as such facilities are often located in the war zone and require protection exclusively by state law enforcement agencies or military units.

«How do you envisage a private security company protecting fortifications located on the frontline? According to all the regulations, you have to transfer them to the Ministry of Defence of Ukraine», wrote one of the volunteers.

However, the RMA replied that they currently lack the resources to protect the facilities on their own, and the tender is being held in accordance with the current legislation.

«The department does not have the authority and manpower to protect these facilities, so there is a need for this procurement», they added.

Participants can submit proposals until 30 January, and the contractor will be selected the next day in an open bidding format with special features that provide for reduced deadlines for submitting applications and appeals.

Fortifications in Mykolaiv region

Mykolaiv region is a leader in terms of the number of fortifications. At the same time, funds have recently been reallocated from the regional budget to build fortifications in Zaporizhzhia.

Ukraine is currently updating the mechanism for acceptance, accounting and maintenance of fortifications in the frontline areas. Within a month, the defences built in 2024 will be transferred to the balance sheet of the Ministry of Defence.

Back in April 2024, the government allocated an additional 5.6 billion hryvnias for the construction of fortifications in Mykolaiv, Donetsk, Zaporizhzhia, Sumy and Kherson regions.

According to the government, since the beginning of 2024, almost 38 billion hryvnias has been allocated from the state budget to strengthen the defence borders.

Deputy Minister of Defence of Ukraine Ivan Havryliuk said that work on the construction of fortified defensive borders is virtually continuous, but the biggest problem now is enemy drones. He also noted that both military and civilian workers are working on the defence lines.

At the same time, Dmytro Pletenchuk, head of the Strategic Communications Centre of the Southern Defence Forces, told «Novyny Pryazovia» that fortifications are being built not only in Mykolaiv region but also in other regions of the south in case of unforeseen circumstances: «"Yes, of course, there may be concerns about fortifications somewhere in the area, for example, between Mykolaiv and Odesa, in the fields. And, of course, the question may arise: what is going on? Are we already waiting for the enemy on the Odesa road? In fact, what is happening is what was planned and was supposed to happen».
