The first contracts for the design of building restoration projects, funded by the World Bank, are due to be signed in Mykolaiv in the coming days

The first two contracts for the development of projects to restore blocks of flats in Mykolaiv are due to be signed in the coming days as part of the «HOPE» programme, which is funded by the World Bank.

This was announced on 28 August at a press conference by Ihor Nabatov, deputy director of the Department of Urban Development at Mykolaiv City Council, according to NikVesti.

«We are in the final stages of two procurement processes. The first two contracts with the successful bidders will likely be signed on Monday or Tuesday,» he said.

The winning bidders were selected as a consortium comprising: the joint venture «NORE Housing Restoration» (ANSTROY PROJECT Ltd, AKF MODULOR Ltd, PROEKTDORMISTTEHNOLOGIYA Ltd, Ichetovkin Sole Trader, Romanoy Sole Trader). As Ihor Nabatov explained, they have joined forces to take part in the project.

As for the other six tenders, some are currently under consideration, whilst bids are expected to be submitted for two of them. Another tender has failed.

«Unfortunately, a re-tender is planned for the fifth procurement, as two bids were rejected. So we are taking a small step back. Once the annual plan has been updated, it will be possible to re-advertise it,» added Ihor Nabatov.

As a reminder, this concerns the restoration of 69 buildings. By the end of 2027, the city plans to have the final design documentation ready for each building, after which it will proceed to tender for the construction works.

Earlier, the Ministry of Community and Territorial Development of Ukraine explained to NikVesti that the tender process to select contractors for the design of reconstruction projects for damaged residential buildings in Mykolaiv had been restarted due to the requirements imposed on tender participants. The possibility of easing the conditions for participation in the procurement process is currently being considered, but for this to happen, the city council must submit a corresponding proposal to the World Bank.

HOPE: Housing Reconstruction in Mykolaiv

In 2025, it was announced that Mykolaiv would receive 150 million hryvnias from the World Bank to develop design and cost estimate documentation for the restoration of apartment blocks as part of the Housing Repair for the Restoration of People’s Rights and Opportunities «HOPE». The design work will be carried out not on a building-by-building basis, but in clusters. Each of the 21 clusters comprises between 2 and 5 multi-storey buildings that have been damaged.

Initially, the plan was to develop reconstruction designs for 54 buildings, but this number is now being increased to 69.

NikVesti asked the city authorities whether they would be able to complete the reconstruction of the residential buildings in accordance with the approved plans before the expiry of their validity period. They replied that they were not sure whether they would manage to rebuild all the blocks by 2027. However, Mykolaiv’s mayor, Oleksandr Sienkevych, expects that once the project documentation for the restoration of the high-rise blocks has been drawn up, the World Bank will also fund their reconstruction.
