Photo: NikVestiAn event took place in Mykolaiv, attended by representatives of the Mykolaiv Regional Youth Congress, focusing on the formation and allocation of the local budget, as well as the funding of youth policy.

Also in attendance were Mykola Marinov, Deputy Head of the Mykolaiv Regional Military Administration; Heorhii Reshetilov, Acting Head of the Mykolaiv Regional State Administration; and Yevhen Yevsiukov, Chair of the Mykolaiv Regional Youth Congress.
During the discussion, the speakers highlighted the specifics of the allocation of tax revenues. According to them, approximately 60 per cent of personal income tax, together with 15 per cent of the single tax, make up the bulk of the local authority’s revenue.

Photo: NikVestiAt the same time, the lion’s share of expenditure is directed towards protected items that cannot be cut: in particular, around 45 per cent of funds goes towards education, whilst the regional budget allocates approximately 25 per cent each to education and healthcare.
At the same time, participants drew attention to problems with targeted funding for youth initiatives.
«However, at present there are no grants for the development of specific areas of youth policy, nor is there any youth policy as such,» noted Mykola Marinov.
Consequently, the main burden on local and regional budgets falls on mandatory, protected expenditure items, so there are currently no special grants available for implementing youth projects.

Photo: NikVestiAs a reminder, in August 2026, the Tiligul Games-2026 regional youth games took place in the Mykolaiv region, with over 350 participants taking part. As part of the event, the first meeting of the Mykolaiv Regional Youth Congress was held on 8 August, attended by the Mayor of Mykolaiv, Oleksandr Sienkevych, the Chair of the Regional Council, Anton Tabunschyk, and the Acting Head of the Regional State Administration, Heorhii Reshetilov.
