In Voznesensk, they are once again looking for a contractor to complete the major refurbishment of the canteen at Gymnasium №5. Some of the work was already carried out last year, but the procurement process to complete the work was cancelled because the winning bidder was disqualified.

This is according to data from the ProZorro public procurement system, as reported by NikVesti.

The project involves the major refurbishment of the canteen premises (to serve as the main kitchen) at Voznesensk Gymnasium №5. The client for the construction work is the Department of Housing, Utilities and Capital Construction of the Voznesensk City Council.

The total estimated cost of the project at current prices, as of 11 November 2024, stood at 11 million 365 thousand 66 hryvnias. However, the Voznesensk City Council informed NikVesti that the project documentation had been analysed by the Ministry of Education and Science of Ukraine for compliance with current standards and technical requirements. Following the review, comments were provided, which formed the basis for adjustments to the project.

Following these adjustments, the total estimated cost amounted to 11 million 274 thousand 383 hryvnias. The project was then submitted for funding under the Ukraine Facility programme, to be financed from the state and local budgets.

The city council reported that in 2025, following a tender, a contract was signed with «VMU-13 Construction and Production Company» LLC for 10.4 million hryvnias. As of early 2026, some of the work on the project had been completed, but the contract was terminated. The contractor was paid 4 million 55 thousand hryvnias.

«As of 1 January 2026, 4 million 55 thousand hryvnias had been spent on this project, of which construction work had commenced in the canteen premises and some of the process equipment specified in the project had been purchased. By a supplementary agreement between the parties dated 29 December 2025, the aforementioned contract was terminated,» the city council reported.

Consequently, on 5 June 2026, a new tender was announced with an estimated value of 6.3 million hryvnias. However, the tender did not take place due to the disqualification of the participant, «BMU-13» Construction and Production Company LLC, which had carried out part of the work.

As stated in the documents, the company failed to provide the mandatory defect report, which forms part of the tender documentation and confirms the technical specifications and scope of work. In accordance with the law, this non-compliance could not be rectified after the tender had been submitted, so the contracting authority was obliged to reject it.

The contracting authority has now re-advertised the procurement with the same estimated value of 6.3 million hryvnias. Participants had until 8 July to submit their tenders. The same construction company, «BMU-13», has now submitted its bid. The contract has not yet been signed.

The project involves the construction of a modern catering facility with a canteen seating 100 people, hot food and vegetable preparation areas, a washing-up area, a cold store, storage rooms, as well as a toilet block, a shower room and a changing room for staff.

New technical equipment will be installed in the premises, windows and doors will be replaced, the interior will be refurbished, and the water supply, drainage, electricity and ventilation systems will be repaired. In addition, a ramp will be fitted to ensure barrier-free access for people with reduced mobility.

It should be noted that in Mykolaiv, legal proceedings are underway to recover a fine running into millions from a contractor who delayed the refurbishment of the school canteen at Lyceum №40 for almost a year.

Also in Mykolaiv, work is continuing on the refurbishment of catering facilities at two lyceums and two gymnasiums. There, equipment and internal systems are to be replaced, and all internal structures are to be refurbished.
