Pervomaisk plans to secure a grant of over ₴5.5 million for the thermal modernisation of the maternity hospital

Pervomaisk plans to secure over €5.5 million in grant funding from the Nordic Environment Finance Corporation (NEFCO) for the renovation of the maternity hospital and the implementation of energy-efficient solutions.

The matter was discussed during a session of the Pervomaisk City Council on 28 May, according to NikVesti.

The project in question is the ‘Renovation of the maternity hospital at 43 Bohopilskaya Street’. Under the preliminary terms of cooperation, NEFCO is prepared to provide grant funding of €5,598,000. At the same time, the local authority must provide co-financing of €622,000. However, during the discussion, it was noted that this represents a significant financial burden on the city budget, so further negotiations are planned to reduce the local authority’s co-financing share from 10% to 3%.

During the session, it was emphasised that the main objective of the project is not only to renovate the building but also to create an energy-autonomous medical facility.

According to the city council, the maternity hospital’s energy costs amounted to 8.511 million hryvnias in a single heating season alone. This is precisely why the project places its main emphasis on energy efficiency.

In particular, as part of the renovation, plans include installing a solar power station, modern heat pumps for heating, and drilling wells to reduce dependence on centralised networks.

«In this project, the priority is not the renovation of the maternity hospital. The priority is energy-saving technologies. They want to make our maternity hospital energy self-sufficient,» explained the speaker.

According to preliminary estimates, once the project is implemented, the building’s maintenance costs could be reduced by approximately 70%. Annual budget expenditure on electricity, water and heating is expected to fall to around 3 million hryvnias.

At present, NEFCO is only considering the possibility of providing grant funding for the thermal modernisation of the maternity hospital. No final agreements have yet been signed between the parties.

It was previously reported that preparations are underway in Pervomaisk for a major refurbishment of the maternity hospital. The building is expected to be modernised under a project by the Nordic Environment Finance Corporation (NEFCO).

It should be noted that the construction of a new water treatment plant in Pervomaisk was promised to be completed by spring 2026. The project is being implemented with financial support from the European Union and the Nordic Environment Finance Corporation (NEFCO).

In November 2025, Pervomaisk City Council approved a decision to secure a grant from NEFCO. According to the document, the grant amounted to up to €3,485,000.
