UNDP demolishes ruined part of building on Krylova Street in Mykolaiv

The destroyed part of the apartment building at 54 Krylova Street (now Yevgenii Lohinov Street) in Mykolaiv will be demolished in 2026 with the support of the United Nations Development Programme (UNDP).

This was announced by Ihor Nabatov, First Deputy Director of the City Council's Department of Housing and Communal Services, at a briefing on 22 January, according to NikVesti.

«For a very long time, it was not possible to do this either by the city or by its partners. The UNDP, by the way, visited this site several times and refused due to the complexity of the work, but as part of the tender currently underway at the UNDP, work on the partial demolition of apartment buildings has been included separately, and this project should be one of the first to be implemented in 2026,» said Ihor Nabatov.

After the partial demolition of the destroyed entrance to the building, he says, the Department of Housing and Communal Services will conduct a technical examination to determine the condition of the structure. Its conclusion will determine whether the destroyed entrance to the building will be completely demolished in the future.

«To date, a decision has been made and a position has been agreed between the UNDP and the Department that when the relevant demolition project begins, the Department will already be ready to enter into a contract for a technical survey. This is so that everything can happen almost simultaneously — so that the equipment that will be used for the demolition does not stand idle and, if necessary, can immediately begin the complete demolition of the entrance. I think we will be able to see the results of this work in the near future,» explained Ihor Nabatov.

At the same time, the UNDP is to carry out partial demolition of the Mykolaiv Hotel building and the residential building at 1 Obraztsova Street.

It should be noted that both the residents of the building and the Department of Housing and Communal Services have already conducted three expert assessments of the condition of the building at 54 Krylova Street.

The first two gave opposite answers: demolition and restoration. Because of this, the Department of Housing and Communal Services ordered a third expert assessment, which recommended demolishing the 8th-10th floors of the seventh entrance. First Deputy Director of the Department Ihor Nabatov added that the final third technical report made it possible for all residents to receive housing certificates under the «eVidnovlennia» programme.

An enemy strike on the building at 54 Krylova Street took place in September 2022. At that time, the building was hit by S-300 missiles.

The refusal of the owners of apartments at 54 Krylova Street to dismantle part of the half-ruined building became known in mid-October 2023. At that time, the Department of Housing and Communal Services of the City Council reported that they did not know how to solve this problem.

Later, Mykolaiv Mayor Oleksandr Sienkevych explained that the locals' fears were due to the fact that their land plots could become the site of mansion construction. At the same time, the director of the Department of Housing and Communal Services, Dmytro Bezdolnyi, said that if the locals continued to refuse to demolish the building, they would have minimal chances of restoring it in the future.

In November 2023, residents of the high-rise building commissioned an independent expert assessment of the building, which had been partially destroyed by enemy shelling. The assessment concluded that the building could be restored.

To finally determine whether the destroyed entrance to the high-rise building at 54 Krylova Street could be restored, the Department of Housing and Utilities commissioned a third expert assessment.
