Residents of Mykolaiv complained about a neighbour who decided to build parking spaces in the courtyard of high-rise buildings

In the Inhulskyi district of Mykolaiv, a resident of a high-rise building decided to build covered parking spaces in his yard. Neighbours were outraged because, according to them, the man was doing this without the consent of other residents, but he explained that the structure was needed to protect cars from falling tree branches.

According to Liudmyla Matvieieva, a resident of the house at 70-B Myru Avenue, one day the residents saw pits dug in the yard and did not understand what was happening. They asked the neighbour who dug them, but he did not explain what he was planning to build.

«We saw these holes first. We asked the neighbour what these holes were. I joked, maybe you're going to plant chrysanthemums? He just laughed and said nothing. Then the pillars appeared. We started to ask what they were for. He replied that there would be a canopy so that we could have an individual parking space. You know, first the roof, then the fences. We began to question him about what exactly he was building. He said it was none of our business. Later he explained that he had decided to «improve» the yard. In addition, he involved two other neighbours from our building, saying that these are parking spaces for three cars,» the woman said.

Another resident of the house, Maryna Remezova, says that they had previously asked their neighbour not to start construction. However, the man started work anyway.

«I was the first to find out what he was doing there. I told him: «This will not happen». And he replied: «Let's make a deal, we'll put up» for you too. I say, if it's legal, I can put it up myself, but only if it's legal. And then I look out of the entrance and there is a welding machine, a car, and building materials being unloaded. I call him on the phone: «We agreed not to do this, because it's illegal». We ask if he has a permit, and he says yes: «It's in the works». I explain that even if there is a permit, we need to hold a meeting and get the residents to vote, because it is a courtyard area,» says Maryna Remezova.

Another resident of the building, Ivan Dushko, said that he had already had to call the police twice because of the illegal construction. Law enforcement officers came, but the work continued anyway

«The policeman asks if there is a permit. He says: «Not yet, but it's in progress». And the policeman replies: «When you get a permit, you can continue». He says «okay», the first car leaves and he immediately starts working again. We call the police for the second time on the same day. Another crew arrives. I said to the policeman: okay, he doesn't respect us, but he doesn't respect you, the police, either. The policeman came over, talked to me, and then they stopped working. But I had to call them twice in one day,» Ivan Dushko recalls.

Liudmyla Matvieieva noted that after the construction materials were stacked in the yard, they began to be stolen. Because of this, the neighbour who is building the structure moved the metal beams to the basement, where people hide during shelling.

«Two days ago, we were told that there were metal beams here, and at night some two guys started stealing them. Our neighbours were sitting in the yard, saw it and ran to the man to warn him that his materials were being stolen. The next day we saw that they had brought the beams into the basement. And the basement is a shelter, our safety. A rocket once hit our house. Neighbours sometimes go down there with their children, and now there are four-metre beams,» says Liudmyla Matvieieva.

Residents of the building filed complaints with the Inhulskyi district administration, the management company «City for People» and the city's architectural department. In total, they collected 25 signatures of residents who oppose the installation of parking spaces in the yard.

«We already have an answer: it's illegal, he violates the rules. He was issued an order and fined. So the decision was in our favour, everything was done correctly. On Thursday or Friday, he was ordered to remove the structure immediately. He paid a fine, but I think if he doesn't remove it, there will be another one. He put up this structure in two days, and for a month and a half he hasn't been able to cut it down,» added Liudmyla Matvieieva.

Ruslan Butov, the man who decided to arrange the parking spaces, explains that he is installing a carport because there are trees growing nearby, from which branches fall and damage vehicles. According to him, in order to cut down the trees, a lot of paperwork is required.

He also confirmed that he received a fine of over 800 hryvnias for working without a permit. Now, he says, he is filling out the paperwork and plans to complete the installation of the canopy if he receives permission.

«This car park has been overhyped. There will just be a canopy, it won't be closed, there will be no side walls. There is not a single shed in the yard, and we sometimes park our cars there too — there are trees nearby with branches falling off, and you can't cut them down because you need a lot of permits. The statement from the neighbouring building is the most outrageous — they can't keep their place in order. We made a playground there, covered it with gravel, and the swamp is gone. But the neighbours are outraged because they used to park their cars near ours, and now they have nowhere to park. That's why the conflict arose,» says Ruslan Butov.

As a reminder, residents of an apartment building at 35A Teatralna Street complain about the emergency condition of some of the intra-building networks in the basement. According to people, there is constant dampness in the basement and they are worried that the pipe may burst at any moment.
