The total cost of the project is 99 million hryvnias.
This data is published in the DREAM digital system, according to NikVesti.
The project is part of the Unified Project Portfolio for the Development of Mykolaiv Region until 2027. It was initiated by the Department of Urban Development and the Health Department of the Regional Military Administration.
The shelter will be designed for 150 people who can stay there for two days. The project aims to make medical facilities safe during emergencies. To do this, it is planned to create protective shelters and strengthen the infrastructure of hospitals. This will help hospitals operate without interruption in a crisis, and keep patients and doctors safe.
According to the plan, the shelter will be a Group A-IV civilian protective structure with a protection level of 1000. It will be able to withstand an air shock wave with a pressure of up to 100 kPa and will provide an autonomous stay for two days. The building will be connected to the main hospital building by an underground passage and will have three exits to the outside.
The total cost of the project is 99 million hryvnias. Of this, 97.5 million hryvnias is planned to be spent on construction, and 1.5 million on design. So far, only 1.5% of the cost has been financed from the city budget. The hospital has applied for a state subvention of 76.6 million hryvnias, but the decision has not yet been made.
The project is part of a wider programme to create safe conditions in medical institutions in Mykolaiv region so that they can operate stably even in crisis situations.
Inspection of the Centre for Medical Rehabilitation and Palliative Care for Children
On 3 March 2025, it became known that the monitoring group of the Ombudsman's Office, together with NGOs, inspected children's educational institutions in Mykolaiv region and found gross violations of children's rights. The children were fixed with belts to chairs and strollers, and a six-month-old baby suffered swelling from «tying». In other institutions, children were given expired medicines, did not receive medical care and had limited access to basic services.
Inna Miroshnychenko, an orphans' rights activist and lawyer, showed the conditions in which children live in the reorganised Centre for Medical Rehabilitation and Palliative Care in Mykolaiv (Regional Children's Home). She showed the children tied to chairs, who are not allowed to go for walks and are forced to spend time watching TV.
The human rights activist said that according to the conditions, 89 staff members are supposed to take care of the children. However, according to the data from the Ombudsman's Office monitoring team, only two employees were looking after the children. She called the conditions in which the children were kept inhumane.
In May 2025, it became known that all the children of the Centre for Medical Rehabilitation and Palliative Care for Children in Mykolaiv had been moved to other institutions due to violations of their conditions.
It should be noted that in April 2024, the Centre for Medical Rehabilitation and Palliative Care was merged with the Mykolaiv Regional Children's Hospital. At the time, this decision was explained by the need to «protect» the institution from lack of funding.
