Additional funds allocated: construction of school shelter in Mykolaiv region will cost over ₴21 million

The Department of Education, Culture, Youth and Sports of the Berezanka Village Council has allocated an additional 5.2 million hryvnias for the construction of a radiation shelter at the Tashyne Gymnasium. Previously, more than 17 million hryvnias was spent on the work.

This is evidenced by the data in the Prozorro electronic procurement system, according to NikVesti.

The first tender worth 19 million 762 thousand hryvnias for the construction of a radiation shelter was held in August 2024. The winner was selected as «Yuzhfasad». The firm won the tender despite the fact that its offer was more expensive than that of one competitor. The contractor was supposed to complete the work by 01 April 2025, but then the deadline was extended to 30 June. In addition, in July 2025, an additional agreement was signed with the contractor and the procurement amount was reduced to 17 million 775 thousand 452 hryvnias.

On 14 October this year, the Department of Education, Culture, Youth and Sports of the Berezanka Village Council signed an additional agreement with the contractor for 5 million 259 thousand hryvnias. The agreement states that in the course of the work, it became clear that it was necessary to increase the volume of earthworks, perform additional finishing works, as well as to improve the ventilation and electrical networks and landscaping. The contractor has to complete all these works by 20 December 2025.

According to the YouControl service, the company «Yuzhfasad» was registered in Pivdenne, Odesa region, in 2018. Its owner is Mykhailo Kurik.

The company has repeatedly won public tenders in Odesa region. The company was also involved in a corruption investigation related to the activities of officials of Pivdenne City Council. According to the Centre for Public Investigations, citing a court ruling, the contractor passed kickbacks to «officials» in the amount of 15% of the contract amount. In 2023, the police and prosecutors reported abuse of office in the Pivdenne Capital Construction Department. It turned out that officials had transferred funds to an individual entrepreneur for the repair of a kindergarten that had not actually been completed.

As a reminder, a new shelter was built in one of the schools in Mykolaiv's Central District. The area of the renovated space is about 340 square metres and can accommodate 400 people.

Earlier, NikVesti wrote that two shelters were set up at the Young Sailors Club in Mykolaiv.

As of early September 2025, contractors are developing projects to repair shelters in nine schools and kindergartens in Mykolaiv.

Prior to that, the capital construction department had named the safety component as a priority for its work in 2025. The plan was to build seven new shelters in schools and kindergartens, and overhaul three more in hospitals.

At the same time, Mykolaiv region was among the three regions where the largest number of school shelters were built under the programme «School Offline».
