As of September, the state's debt to the utility company «Mykolaivoblteploenergo» amounted to UAH 1 billion 105 million, which was to be paid to the company for the difference between the approved and economically justified tariff.
This became known at a meeting of the Mykolaiv City Council's commission on housing and communal services, according to NikVesti.
Ihor Nabatov, deputy director of Mykolaiv's housing and communal services department, noted that «Mykolaivoblteploenergo» already owes 727 million hryvnias to Naftogaz for gas supplies. The company has already received a court decision on the debt and is forced to pay it.
«140 million hryvnias and 110 million hryvnias — there are already relevant court decisions where the court confirmed the need to pay these funds. There is a deferral of the obligation under the decision of the Commercial Court until early December 2025. There are claims for another 200 million hryvnias from «Naftogaz» to «Mykolaivoblteploenergo», said Ihor Nabatov.
Mykola Lohvinov, director of the company, reminded that the debts arose because the state did not compensate them for the difference in tariffs. These funds were supposed to cover debts to «Naftogaz».
According to him, the debt currently stands at 1 billion 105 million hryvnias, and by the beginning of October this amount will increase to 1 billion 250 million hryvnias.
«The state's debt to the company allows us to close previous periods and pay an advance for the entire next heating period», assures Mykola Lohvinov.
He adds that it is now necessary to appeal to the Cabinet of Ministers and remind them that President of Ukraine Volodymyr Zelenskyy promised to resolve the debt issue this year. According to Lohvinov, the state has to pay a total of 64 billion hryvnias across the country.
«During the Congress of Frontline Cities, the President of Ukraine promised that this issue would be resolved this year. But in order to remind you of ourselves once again, we ask you to support this decision and contact the Cabinet of Ministers of Ukraine», said the company's director.
The commission members supported the draft decision to appeal to the Cabinet of Ministers of Ukraine.
As a reminder, in April, the city budget allocated 50 million hryvnias to repay the loan of the municipal enterprise «Mykolaivoblteploenergo» to the World Bank.
Earlier, NikVesti wrote that the director of the regional heating company, Lohvinov, criticised EU integrity audits: «Your expert did not walk in Mykolaiv, but assessed from Kyiv».
It was also reported that Mykola Lohvinov, director of the municipal enterprise «Mykolaivoblteploenergo», has already received bonuses of 379,000 hryvnias each three times in 2025. The total amount of his bonuses reached 1.1 million hryvnias. Some of his deputies also receive regular bonuses and allowances.
