A former kindergarten in Pervomaisk will be rebuilt into a shelter for victims of violence: ₴14 million will be spent on some of the work

In Pervomaisk, the building of the former kindergarten «Dolphin» will be converted into a centre for victims of domestic and gender-based violence. Part of the funds were provided by international partners.

According to the Prozorro system, the cost of the first stage of reconstruction will be 14 million hryvnias.

The project envisages a complete renovation of the building: major construction works, replacement of all communications — heating, ventilation, water supply, sewerage and power grids. In addition, it is planned to install a fire alarm system, warning system and video surveillance.

Bids are currently being submitted by tenderers. An auction is scheduled for 1 September 2025. All works are to be completed by 24 February 2026.

In a commentary to NikVesti, Larysa Kryzhanovska, head of the Pervomaisk Social Services Centre, noted that the city won the competition «Cities and Communities Free from Domestic Violence» — a project of the UNFPA, the United Nations Population Fund in Ukraine, and received money for the project.

«We studied the needs of the city, and there is a need for such a service. We have a day centre and a mobile team, they are municipal services, but we do not have a shelter, and there is a demand in the community. In addition, we cooperate with the district. Therefore, we hope that agreements will be concluded and neighbouring districts will be able to receive the service from us as well,» she says.

Design and estimate documentation has already been developed, but 14 million hryvnias is not enough for the entire list of works. For now, the first phase will be implemented — the construction of a shelter for victims of violence. Larysa Kryzhanovska notes that funding is still being sought for the second phase.

«The project is divided into two phases. The first is the construction of a shelter, and the second is the construction of premises for the Mobile Brigade Day Centre and a crisis room», says the head of the Pervomaisk Centre for Social Services.

As of September 2024, Mykolaiv region has seen an increase in reports of domestic violence, especially among families where parents have returned from war.

In April last year, a shelter was opened in Mykolaiv, where victims of domestic or gender-based violence can receive comprehensive assistance and shelter.
