Mykolaiv will clean streets with municipal equipment: the city plans to save three times on these works

The Executive Committee of the Mykolaiv City Council has supported the launch of mechanised street and road cleaning with equipment purchased for the city at the expense of the state budget. It is noted that cleaning with this equipment will reduce local budget expenditures by three times.
This became known during a meeting of the executive committee of the Mykolaiv City Council, according to NikVesti.
It should be reminded that at the last meeting of the executive committee, the issue did not receive the required number of votes, although the members of the executive committee had no questions.
This time, member of the executive committee Andrii Stakhurskyi asked whether the equipment had been purchased and transferred to the city or whether it would need to be leased from a state-owned enterprise.
Ihor Nabatov, Director of the Mykolaiv Housing and Communal Services Department, replied that there was a subvention that went to the local budget and was transferred to the equipment supplier. Three Mykolaiv utility companies participated in the project.
Ihor Nabatov explained that 6 road vacuum cleaners were purchased and transferred to the balance sheet of «Mykolaivkomuntrans», as required by the terms of participation in the programme. However, this utility is not a company responsible for road maintenance. Also, the equipment cannot be transferred to the balance sheet of another ME by a decision of the session, as this entails the payment of UAH 8 million in VAT to the state budget. Therefore, «ELU Avtodorig» will simply rent vacuum cleaners from «Mykolaivkomuntrans».
«The road cleaning equipment was purchased by «Mykolaivkomuntrans» because the programme could be used by enterprises in the waste management, heat supply, cold water supply and sewage» sectors,» explained Ihor Nabatov.
He also noted that 6 units of equipment can clean all the streets and roads of Mykolaiv if the logistics are properly organised. In addition, the use of municipal vehicles will significantly save money for the local budget.
«According to preliminary calculations of «ELU Avtodorig», the number of roads they have will be three times less than it is now», said Ihor Nabatov.
The draft decision was put to a vote and unanimously supported by 15 members of the executive committee.
Earlier, the audit showed that the Mykolaiv municipal enterprise «Operational Linear Road Department» was unaware of the state of roads in the city and was losing millions of hryvnias due to ineffective management and lack of initiative. It was pointed out that the company does not use its specialised equipment, which is in good working order and costs over 2 million hryvnias. As a result, another 1.6 million hryvnias in potential income is lost annually.
It is also worth mentioning that the municipal enterprise «ELU Avtodorig» is going to be officially assigned new functions, from dismantling destroyed buildings to landscaping adjacent territories.
The company received the equipment it plans to use to perform these tasks as part of the assistance provided by the Japanese organisation JICA. It is currently being used at the site for processing construction waste, which, in particular, was generated as a result of Russian shelling of the city, but it is also suitable for dismantling and clearing the territories.
As you know, Mykolaiv has a recycling site for construction waste, which, in particular, was generated as a result of Russian shelling of the city. The equipment can process about 12,000 tonnes of such waste per month, and the resulting material is to be used for road repairs.
The site for recycling the waste generated after arrivals was launched with the help of the Japan International Cooperation Agency (JICA) and UNDP, which provided the city with the necessary equipment.
Waste of destruction in the Mykolaiv region
By the end of 2023, Mykolaiv region was among the six regions most heavily contaminated with demolition waste, covering an area of more than half a million square metres. Currently, some of this waste is stored at landfills, while others are still at the sites of destruction. This is harmful to the environment of the region: the destruction waste pollutes water, soil, and air. As of the end of November 2023, 57 hectares of the territory of Mykolaiv region were littered with construction waste caused by shelling. At the same time, the Department of Housing and Communal Services of Mykolaiv reported that by the end of 2023, the city should receive a special installation for shredding demolition waste.
In 2023, five temporary storage sites for demolition waste were identified in Mykolaiv region.
At the same time, a plant for processing construction waste generated by enemy shelling is to be built in Mykolaiv region. The plant is expected to process construction waste from two regions: Mykolaiv and Kherson, said Oleh Pylypenko, head of the Shevchenkove community. The Shevchenkove community also wants to deal with the disposal of hazardous demolition waste containing asbestos.
In particular, the Japanese international cooperation agency JICA, which plans to build a solid waste recycling plant in Mykolaiv, has donated about €5 million worth of construction waste processing equipment to the city. The project to build a construction waste recycling plant in Mykolaiv will start in early 2025, and staff training will begin in autumn. It is planned to be used for the needs of two more regions: Kherson and part of Kirovohrad.
As of 1 July 2024, almost 6,000 tonnes of construction waste was generated in Mykolaiv region due to Russian shelling.
